1. Role and responsibilities
The purpose of the officer position is day-to-day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated financial function portfolio according to plan of action as well as to Financial Handbook and other NRC policies including SOP’s
3. Prepare and develop status reports as required by management
4. Maintain the filling system for all financial and accounting documents and ensure filing of all financial documents according to NRC standards
5. Prepare monthly financial reports and send all relevant documents
6. Support project staff in financial matters.
7. Promote and share ideas for improvement of the support function
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
• Verify that vouchers and supporting documents meet NRC standards before payment. Be responsible for payments to Partners.
• Provide inputs to Partners’ agreements at the negotiation stage and follow up during the Implementation stage
• Verify Partners’ financial reports, ensure that all supporting documents meet NRC standards, clear and eligible.
• Conduct meetings with Partners at the stage of negotiation, prepare presentations for induction and information sessions. Be on stand by for the support of new partners with trainings and be able to discover problems during implementation period.
• Ensure that all costs are timely booked into Agresso. Be responsible to write transactions numbers on the vouchers and label financial documents
• Prepare bank accounts reconciliations.
• Ensure implementing of the routine for securing supporting documentation in a digital format.
• Assist to the Finance Coordinator (FC) and the Finance Manager (FM) in internal and external audits and preparing donor reports
• Verification of financial transactions per projects
• Any other tasks as assigned.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Country Office operations: PDMs, PCs, Logistics, Security Officer
• Finance staff in CO and AOs

2. Competencies

• Experience from working as a Finance Officer/Accountant in a humanitarian/recovery context
• Professional knowledge of auditing/accounting
• Previous experience from working in complex and volatile contexts

• Knowledge of English, both written and verbal
Context/ Specific skills, knowledge and experience:
• Knowledge of the context in the areas NRC operates
• Fluency in Ukrainian both written and verbal
• Knowledge of the general tax law applicable to international and local NGO
• Experience from working with local financial institutions and tax authorities
• Experience with start-up of humanitarian/recovery or related programmes is an asset
• Good computer skills in MS Office
