OBJECTIVE OF THE OFFICE/DEPARTMENT
This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
The mission of the External Relations, Partnerships and Resource Mobilization (ERP) Department is to lead the official relationships between the Pan American Sanitary Bureau (PASB) and the international community; mobilize leadership and support, especially in high-level political fora, in support of PAHO’s mission and goals; lead, guide and facilitate resource mobilization regionally and globally, including public and private collaboration; and build partnerships and collaborative arrangements to support PAHO and the Region’s health strategies and goals. ERP manages the PAHO Secretariat’s diplomatic functions, e.g. with Ambassadors, and supports Member States and the PAHO Director to attain health priorities and objectives enabling health as central to development and economic growth.
DESCRIPTION OF DUTIES
Under the general supervision of the Director, and the direct supervision of the Deputy Director, the incumbent is responsible for, but not necessarily limited to, the following assigned duties
a) Provide leadership, coordination and support for the development, comprehensive implementation and evaluation of the PASB’s resource mobilization strategy
b) Manage and oversee the development, updating and implementation of the PASB resource mobilization strategy, ensuring effective and sustainable execution with metrics in place to track decentralization and country impact
c) Establish, coordinate and maintain an organization-wide resource mobilization network, collecting and analyzing relevant information to inform PASB strategy implementation
d) Manage the Organization’s relations with the international community by contributing to the positioning of the Organization’s health priorities into relevant policy agendas: G7, G20, WHO, other multilateral organizations, and expand PAHO’s visibility and reach as the premier health agency in the Americas Region and its contributions globally
e) Routinely conduct political and environmental scans and analyses that contribute to PAHO’s strategic planning for resource mobilization, the development of strategic partnerships, and strategic support for external relations and development of partnerships to help expand support for the Organization
f) Liaise directly with the relevant entities to ensure the development and sustainability of a pipeline of relevant concept proposals for potential funding and measure and evaluate effectiveness of such efforts over time
g) Provide expert technical advice and guidance to expand PAHO’s donors and contributors in voluntary contributions and routinely evaluate and update PAHO’s success in this endeavor
h) Lead PAHO’s proposal development work process to ensure compliance with internal review and clearance procedures
i) Represent the Organization in high level international events, meetings, negotiation of agreements, and policy discussions with partners and stakeholders, as delegated; and as appropriate, ensure EXM members are prepared for similar engagement
j) Identify opportunities and areas of mutual interest, promote, establish, and maintain liaison across the Organization while engaging with such efforts and entities as the United Nations, Organization of American States and Summits, WHO, Foundations, Private Sector, International Financial Institutions, civil society organizations, relevant Government agencies and branches, the Organization for Economic Cooperation and Development, Official Development Assistance, G7 and G20, Asia-Pacific Economic Cooperation, Sistema Económico Latinoamericano, Corporación Andina de Fomento, and others to facilitate and foster PAHO’s influence, visibility, and impact as well as its policy contributions and concepts
k) Develop, define and establish ERP’s objectives, strategy plan and budget ensuring alignment with PAHO’s mission, vision, values, policies, programmatic priorities and business needs
l) Lead the execution of ERP’s strategic plan, monitoring progress, addressing deviations and refining strategies to maximize impact and contributions to Program Areas and Categories
m) Develop and establish guidelines, norms, practices and procedures within ERP to improve its transparency, accountability, effectiveness and efficiency
n) Foster and expand the Organization’s network of partners to ensure that a strategic, diversified, high-quality and acceptable set of partners is available to the Organization in support of its mission and mandates
o) Provide expert, managerial and policy advice aligned to the Department and Organization objectives; actively support technical staff development in the areas of resource mobilization, e.g., proposal development and complex negotiations
p) Provide leadership to guide staff and motivate teams in a multicultural environment, and ensure effective training and development of staff competencies and capacities, including guidance and monitoring of staff through setting of clear work objectives, use of performance reviews and feedback mechanisms, regular and effective communications, and effectively solving interpersonal or other conflicts in a timely manner
q) Support the Organization’s response to emergency situations within the Region by identifying resources that may potentially contribute/fund the Region’s needs and priorities in close collaboration with and support of the Emergency Preparedness and Response Program
r) Administer, allocate, manage and monitor ERP’s financial, logistical and staff resources; prepare and justify the ERP’s program and budget proposals; define its personnel component including the organizational structure, competencies and terms of reference. Monitor the competencies of ERP to ensure optimal performance and staff development monitor workloads to ensure equitable distribution of work in ERP and maintain job satisfaction, efficiency and output; manage any deviation of work results from objectives
s) Provide an effective and impactful managerial framework that demonstrates credibility, trust and value to Member States, clients and donors, while empowering ERP staff and optimizing staff performance; and provide guidance and advice as appropriate to institutions of Member States in the area of ERP’s expertise
t) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor’s degree in health or social science, and a master’s degree in public health, public administration, economics, international relations, or in any other field related to the functions of the post from a recognized university.

Experience:
Essential: Fifteen years of combined national and international experience in leading resource mobilization efforts for organizations; leading and managing external relations and partnerships, ideally in the field of global public health, with broad range of stakeholders including civil society, private sector, donor institutions, United Nations organizations, and foundations at national and international levels. Experience should include progressively responsible senior-level management experience, with demonstrated expertise in diplomacy and negotiations
Desirable: Prior work experience in a United Nations organization or other international organization would be an asset

Ability to provide PAHO entities and national authorities strategy, expertise, guidance and advice to enable successful resource mobilization efforts
Managerial: Extensive expertise in senior, progressively responsible positions in the management of public or private administration of resource mobilization efforts and partnership building, including experience in sensitive negotiation and complex settings, high level interventions with a wide range of stakeholders, and development of strategies, papers, policy documents, communications in support of PAHO’s resource mobilization. Demonstrated ability in leading strategic, organizational, managerial and analytic work in health and international development; demonstrated resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult and/or complex situations, sensitive issues, and an ability to establish and maintain effective working relations with people of different professional levels, discipline, nationalities, and cultural/linguistic backgrounds. Recognized expert in diplomacy
Administrative: Proven expertise in resource mobilization (including fundraising and partner collaboration) and ensuring the management for the delivery of expected results
Languages:
Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
IT Skills:
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations. Other IT skills and knowledge of other software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook, Teams, One Drive, Visio, SharePoint and Project would be an asset

USD $106,023.00 post adjustment
