El programa está alineado con tres de los cuatro resultados del Marco de Cooperación de las Naciones Unidas para el Desarrollo Sostenible 2020-2024 y con las metas y los objetivos de la Agenda de Desarrollo Sostenible 2030.
El programa se ejecutará mediante asociaciones estratégicas con el Gobierno a nivel nacional y territorial, instituciones académicas, organizaciones de la sociedad civil y otras organizaciones de las Naciones Unidas, bajo la dirección y coordinación del Ministerio de Comercio Exterior e Inversión Extranjera.

Cuba ha logrado la cobertura universal de salud y educación y sus indicadores para la infancia son superiores al promedio regional. Por lo tanto, el objetivo del programa consiste en ayudar al país a aumentar la calidad, la eficacia y la eficiencia de los servicios de salud, educación, cultura y protección. Habida cuenta de que el sentido de identificación y la sostenibilidad son aspectos integrales de las políticas nacionales que dan prioridad a la infancia, el UNICEF actuará como asociado catalizador aportando una visión y unos conocimientos técnicos actualizados, generando conocimientos, modernizando la capacidad, proporcionando los instrumentos y suministros necesarios, contribuyendo a mejorar los entornos de protección de los niños, los adolescentes, las familias y las comunidades y promoviendo la participación. 

El programa se centrará en tres esferas prioritarias, identificadas en consulta con entidades nacionales y que estarán alineadas con el Plan Nacional de Desarrollo Económico y Social hasta 2030, los Objetivos de Desarrollo Sostenible y tres de los cinco objetivos del Plan Estratégico del UNICEF para 2018-2021: cada niño sobrevive y prospera; cada niño aprende y cada niño está protegido de la violencia y la explotación.

El componente relacionado con Salud y Nutrición se ocupará de los obstáculos que se interponen a la calidad de los servicios de salud y nutrición maternoinfantil y de los adolescentes en apoyo del bienestar y el desarrollo de los niños y adolescentes y sus familias en los territorios prioritarios, incluso en situaciones de emergencia. En él se colaborará con otros sectores, especialmente para mantener los logros en la atención de la salud maternoinfantil en lo que respecta a la supervivencia y para ampliar la labor dirigida a una mejor calidad de la vida y un mayor bienestar durante el ciclo vital, desde los primeros años hasta la adolescencia. Apoyará la mejora de los conocimientos, las aptitudes y las prácticas positivas de profesionales, niños y adolescentes, familias y comunidades en relación con el género, las normas sociales, las creencias culturales y las pautas de crianza de los hijos.
Una vez que el sistema de salud proporcione servicios integrados de calidad y los niños y adolescentes y sus familias se identifiquen con sus derechos, tengan acceso a una atención de salud integrada y adopten prácticas positivas y comportamientos saludables que tengan en cuenta la igualdad entre los géneros, los niños y adolescentes estarán en mejores condiciones para sobrevivir y prosperar, incluso en situaciones de emergencia.

How can you make a difference?

Health & Nutrition Officer

Provides professional technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, including data analysis, progress reporting, knowledge networking and capacity building, in support of achievement of planned objectives of the work plan, aligned with Health & Nutrition programme goals and strategy.

KEY END-RESULTS

1. Accurate information, data analysis, and documentation are timely made available to support situation analysis, sectoral input and reporting.

2. Technical assistance are provided to the development and implementation of integrated Health & Nutrition strategies and approaches through participation and collaboration with internal and external partners.

3.  Work plan and objectives are effectively established and planned results are timely delivered through technical support and coordination in consultation with all relevant partners.

4. Project efficiency and effectiveness are enhanced through effective implementation follow-up.

5. Project implementation progress is monitored for adjustment and improvement of program delivery and sustainability. Gender sex aggregated data and inputs provided relevant to the Health & Nutrition programme

6. Transparency is ensured for supply and non-supply assistance and disbursement of programme funds for Health & Nutrition.

7. Effective partnership and working relationships are maintained for advocacy, technical coordination, information sharing and knowledge networking.

8. Up-to-date programme information is kept available and reports prepared and shared with relevant stakeholders as required to support the Health & Nutrition programme by the effective implementation of integrated monitoring system.

9. Emergency preparedness is maintained, and in emergencies, emergency responses with                    

effective coordination are provided and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health and Nutrition humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC).

10. Other assigned duties and responsibilities are effectively accomplished.

KEY ACCOUNTABILITIES and DUTIES & TASKS 

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

To qualify as an advocate for every child you will have…

Education: University degree in Public Health and Nutrition, Child Development, Water Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines. 

Work Experience: Two years of professional work experience in planning, programming, implementation monitoring and evaluation of health programmes. Professional work experience in a programme management function or a technical expert capacity in child survival & health care. Developing country work experience and/or familiarity with emergencies is considered an asset.

Language Proficiency: Fluency in Spanish and English is required.
