Scope of Work:

The Senior Technical Officer (Community-Roving) will be responsible for:

Design, set up and promote behavior Change Communication methodology, activities and tools for Community Mobilization officer, Community Health Officer, Peer Educators and Community Volunteers.

Oversight and manage health education team, mainly responsible for capacity building of health education team members.

Organize training related to community health related training, such as technical and administrative arrangements.

Provide supportive supervision and linkage effective BCC activities to community volunteer network such as mother support group members and peer educators, community volunteers

Perform as focal points to promote linkage between the community and health facilities

Perform quality assurance for ASRH integrated and HHR projects Assist Program Quality Manager, M&E Manger and Senior M&E Officer on monitoring and evaluation of project activities to be quality assurance of health education session in targeted area and community.

Coordination and advocacy with local administration, departments, health facilities, health authorities and health facility staff as required

Cooperation with community mobilization teams in other IRC areas like Rakhine and NSS to be inclusive for sexual and reproductive health activities.

Major Responsibilities:

A. Design, set up and promote behavior Change Communication methodology, activities and tools for Community Mobilization officers, Peer Educators and Community.

  • In collaboration with IRC capacity building and quality control team, to formulate and design BCC strategies and mobilization activities for Family Planning and Post Abortion Care, and health awareness activities
  • Design, produce and distribute BCC materials, Audio-visual aid materials and IEC, SOPs and facilitation tools
  • Provide technical support to Community Health Supervisors, Community health officers, Community Mobilization Officer, Mother Support Groups, Peer Educators and Youth by supportive supervision and on job training.
  • Assist the Technical Manager by evaluating and adapting BCC activities which are based according to the community’s local contents.

B. Oversight and management of the health education team, mainly responsible for capacity building of community health team members

  • Oversight health education team on formation, capacity building, facilitation, and supervision to Mother support group, peer educators, volunteers
  • Design, develop and organize capacity building plan of health education team together with Senior RH technical Officer
  • Roving oversight and supervision to community mobilization teams in other areas to ensure effective family planning and SRH related activities
  • Provide capacity building training which regards BCC, knowledge and awareness for health education, community mobilization team.

C. Provide supportive supervision and linkage effective BCC activities to mother support group members and peer educators and community volunteers

  • Give technical support and supervision to mother support group members in the field and provide on job training
  • Technical support to monitor mother support group members on health education activities and provide on job training
  • Provide capacity building training on BCC, knowledge and awareness on FP and PAC to mother support group members
  • Provide technical support to mother support group members to promote effective behavior, change communication mobilization activities on family planning and post abortion care services

D. Perform as a focal point to promote linkage between the community and health facilities

  • Perform effective linkage between the community and health facilities on referrals as well as FP clients
  • Facilitate coordination, collaboration process between Service providers and MSGs.

E. Perform quality assurance for ASRH integrated and HHR projects

  • Supervision and technical support to service providers from IRC mobile clinics to be sure that quality counseling can be provided to the clients.

F. Assist Technical Manager, capacity building and quality control team on monitoring and evaluation of project activities to be quality assurance of health education session in targeted area and community.

  • Design, develop and manage HE database and M&E mechanism.
  • Assist in any program requirement assessment, evaluation and planning activities.
  • Assist on project activities data collection and recording
  • Assist on quality data processing and analysis
  • Assist on project M&E reporting

G. General

  • Manage day-to-day logistics, administration with approval of supervisor
  • Provide regular and reliable narrative and data monitoring reports
  • Participate in any other tasks required by supervisor in the field
  • Provide a weekly update on progress and challenges to the supervisor and other staff as needed
  • Provide a monthly report and a monthly work plan
  • Adhere to IRC global and national policies and procedures
  • Represent IRC positively and professionally in both internal and external relations and situations
  • Perform other duties, as appropriate and as requested
Minimum Qualifications:

What should you have?  

Education

  • University degree in social sciences or medical sciences

Experiences

  • At least 3 years’ experience in health promotion and community-based health care program
  • Experience in community participatory approaches and community mobilization
  • Experience in setting up community-based committees (VHC/ MSG) at community level
  • Experience in Behavior Change Communication Program
  • Experience in reproductive health services program

Competency

  • Ability to travel in remote areas
  • Ability to work under pressure
  • Good communication and facilitation skills
  • Basic knowledge of Microsoft Office Package
  • Have some experience of project M&E
  • Ability to work well in a team
  • Excellent communication skills, verbal and written
  • Excellent time management skills, patience
  • Critical thinking and analytical skills

Language

  • Good command of English and Myanmar – written and verbal

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
