The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's The overall objective of the UNEP's Climate Change Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies to accelerate climate action. Through its Climate Change Division, UNEP: (i) provides cutting-edge research to support science-based decision-making on climate change, (ii) works across sectors to support the transition to a low-carbon, climate-resilient future, (iii) ensures a just transition to a carbon-neutral world by empowering communities to adapt to changing climatic conditions; and (iv) develops sustainable mechanisms to unlock financing to help countries both mitigate and adapt to climate change. This position is located in the Climate Change Division's Mitigation Branch, Cities Unit, in the Paris, France duty station. Under the direct supervision of the Head of the Cities Unit and the overall responsibility of the Chief of Mitigation Branch, the incumbent will be responsible for the following duties:
Responsibilities
1. Programme management: Provide leadership and sets the strategic direction for the Cool Coalition by: a) Identifying new opportunities as first point of contact and strategic alliances to advance the Coalition’s mission, identify problems/issues and prepare strategy for 2030 b) Mobilizing leaders in government, private sector, finance institutions, civil society, and IGOs around a common vision and to strengthen and/or mobilize commitments to sustainable cooling c) Engaging with partners and relevant institutions in guiding the Secretariat on designing its work programme and convening governments, and in mobilizing resources for the Secretariat’s functioning d) Developing a funding strategy that helps Coalition members secure increased and steady resources for initiatives that deliver on the Coalition’s workplan e) Providing the strategic guidance to the Coalition and to UNEP, including through overseeing the production of knowledge products such as the Global Cooling Stocktake Report to track progress against a net-zero pathway, in collaboration with internal and external stakeholders as appropriate f) Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 2. Development and prospective activities: Setting a strategic direction for the Cool Coalition by: a) Providing intellectual, strategic and operational leadership in the development, management, planning and execution of the Cool Coalition Strategy and workplan b) Leading and supervising, in consultation with the Coalition's members, the preparation of the Coalition workplan and budget that delivers on the Coalition’s strategic priorities c) Working with external partners and UNEP teams as appropriate to develop, implement and report on programmes, projects, and activities as decided on by the Coalition including delivery and monitoring of the forthcoming Global Cooling Pledge d) Leading and supervising activities to provide organizational support to the Coalition including managing information, facilitating communication among partners and different Working Groups of the Coalition, including the Technical Advisory Committee, and organizing and supporting the Coalition's meetings e) Collaborate with partners to generate the enabling conditions for financing national and sub-national cooling policy actions, including through close partnership with financial institutions. 3. Overall Coordination of Cool Coalition’s activities by: a) Providing intellectual, strategic and operational leadership in the development, management, planning and execution of the Cool Coalition Strategy and workplan b) Leading and supervising, in consultation with the Coalition's members, the preparation of the Coalition workplan and budget that delivers on the Coalition’s strategic priorities c) Working with external partners and UNEP teams as appropriate to develop, implement and report on programmes, projects, and activities as decided on by the Coalition including delivery and monitoring of the forthcoming Global Cooling Pledge d) Leading and supervising activities to provide organizational support to the Coalition including managing information, facilitating communication among partners and different Working Groups of the Coalition, including the Technical Advisory Committee, and organizing and supporting the Coalition's meetings e) Collaborate with partners to generate the enabling conditions for financing national and sub-national cooling policy actions, including through close partnership with financial institutions. 4. Management and Administration of the Cool Coalition Secretariat by: a) Overseeing a multinational team of professionals who support Secretariat functions including supporting the delivery of national and sub-national commitments b) Providing strategic guidance and effective quality control for the work of the Coalition’s staff and consultants in relation to the implementation of all programme activities, including preparation of annual programmes, project preparation and submissions, reports, action plans, and budgets c) Supervising the development of tools and resources that are credible, authoritative, and give confidence to policymakers, thereby aiding countries who have committed to the Global Cooling Pledge d) Working with UN Country Teams to mainstream cooling and to support governments, cities, other stakeholders to finance and implement national and sub-national commitments to sustainable cooling. 5. Leading Advocacy for the Cool Coalition by: a) Representing UNEP and the Coalition in international, regional, national meetings, seminars and events and providing substantive expertise in line with the Coalition's vision on cooling b) Leading engagement to strengthen the role and impact of Coalition at key international fora and events including the UN General Assembly, the High-Level Political Forum on Sustainable Development and the UN Environment Assembly, G20, Climate Change Conference and UN Perm Representative consultations c) Performing other tasks as may be requested by the head of Global Climate Action.

Education
Advanced university degree (master’s degree or equivalent) in engineering, technology, environmental science, climate change, energy or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
Minimum of seven (7) years of progressively responsible experience in programme management for projects on environment, climate change, energy or a related field is required Minimum of four years spent in a developing country regional office and with an international institution dealing with climate change adaptation and mitigation issues is required Experience within the UN system or similar international organizations on climate change and sustainable cooling is desirable Experience in working with governments in developing countries is desirable Two (2) years or more of experience in data analytics or related area is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Appointment against this project position is for an initial period of one (1) year and may be subject to extension.
