Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. 

In South Sudan, UNDP has been the PR of the Global Fund grants on behalf of the Government of South Sudan since 2004. Since then, working in partnership the Ministry of Health and national stakeholders, technical partners and donors, UNDP has been managing the Global Fund HIV, TB and Health Systems Strengthening grants in South Sudan. UNDP is also the main PR for the Global Fund Covid-19 Response Mechanism (C19RM) launched in April 2020. The Global Fund grants aim at providing TB and HIV services, building resilient and sustainable systems for health, and mitigation the impact of Covid-19 (the ‘Grants’).

In its role as PR, UNDP ensures compliance with the Grant Agreement with the GF and in line with corporate agreements with the GF and UNDP rules, policies and procedures. UNDP has the overall responsibility for the achievement of Programme objective and targets.

UNDP South Sudan is seeking to recruit an Operational Quality Assurance Analyst to support the Global Fund Programme Management Unit.

 
Duties and Responsibilities
  • Ensure adherence to UNDP NEX advance rules, regulations, policies, and strategies; implement internal control frameworks and proper financial resource management, and in accordance with the Global Fund Budgeting Guidelines; 
  • Oversee accounting control procedure followed by Sub-Recipients (SRs) to ensure transparent utilization of financial resources (NEX Advance) and accuracy of financial reports submitted to UNDP;
  • Provide SRs with financial monitoring guidelines and ensure compliance with UNDP accounts, reports, and documentation standards. Provide progress reports and financial information periodically to the Finance Specialist;
  • Provide strategic oversight and practical management and guidance to ensure the grants’ operations in South Sudan are conducted in compliance with ethical practices, UNDP rules and regulations, Global Fund Budgeting Guidelines and other applicable policies;
  • Ensure funds are disbursed to SRs on schedule, adhering to procedures, timelines, and budget provisions;
  • Monitor accounting and financial activities to identify and mitigate possible violations including fraud, conflict of interest, bribery, attempted bribery, and as well as others;
  • Conduct routine Quality Assurance of financial management systems and oversee legal, contractual and financial compliance activities for the Global Fund grants in South Sudan;
  • Perform other related duties as included in the comprehensive TOR and as required;
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 
Institutional Arrangement
 
The Operational Quality Assurance Analyst shall work under the guidance and direct supervision of the Finance Specialist for the Global Fund Programme.

Required Skills and Experience
 
Education:
  • Advanced university degree (master’s degree or equivalent) in Accounting, Business Administration, Economics, Public Administration is required.  
  • A first-level university degree (bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.  
  • A Certified Internal Auditor/Certified Public Accountant is an advantage.
Experience:
  • Minimum 2 years (with Master´s Degree) or 4 years (with Bachelor´s Degree) of proven experience in handling/managing finance and operational quality assurance and compliance within the UN, national or international organizations is required.
Required skills:
  • Management of operational quality assurance and compliance for large-scale funding with multiple implementers including Government, UN Agencies, INGOs and CSOs is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages;
  • Experience and strong understanding of accounting principles and practices, including double-entry bookkeeping, general ledger maintenance, and financial statements. 
Desired skills:
  • Demonstrated ability to prioritize tasks, meet deadlines and manage multiple projects simultaneously is desired; 
  • Working experience in finance or operational quality assurance and compliance of the Global Fund programme or similar large-scale health programmes is an asset. 
Language:
  • Fluency in English is required. 
Professional Certificates:
  • Professional Finance Certification is an asset.
