The ICLA Team Leader is responsible for implementing delegated ICLA activities at the field level, overseeing direct implementation, guiding the ICLA staff, and working together with the team to achieve project objectives. The role includes coordinating and supervising field activities, ensuring accurate and timely reporting, and maintaining effective communication with stakeholders to support the smooth execution of day-to-day operations. 

Key Tasks and Assignments:

  • Implement ICLA project activities in camps and host communities, ensuring progress aligns with weekly and monthly targets.
  • Lead and manage the ICLA team, setting clear performance goals, monitoring KPIs, and providing regular feedback.
  • Work closely with the PC to maintain access to camps and address operational challenges effectively.
  • Provide direct services to beneficiaries when required, offering backup support to ensure consistent service delivery.
  • Organize and facilitate training sessions ensuring effective knowledge transfer to staff and stakeholders.
  • Collaborate with local authorities, NGOs, and stakeholders, maintaining documentation of agreements and follow-up actions.
  • Identify and document challenges during field activities, providing actionable recommendations for improvement.
  • Conduct research and assessments, integrating findings into program strategies and reporting outcomes to management.
  • Manage procurement and logistical tasks, ensuring efficient use of resources and timely support for field activities.
  • Represent the ICLA program in coordination forums and meetings, ensuring consistent communication and follow-up.
  • Assist the Project Coordinator (PC) in organizing various trainings and meetings at the UP (Upazila Parishad), Camp, and UP (Union Parishad) levels.
  • Ensure accountability by tracking project milestones and submitting periodic progress reports to management.

Key Education and Skills Requirements: 

  • A university degree in law (LL.B.) and a master's degree from a recognized institution.
  • Enrolment as an Advocate with a strong understanding of housing and land laws, is considered a significant advantage.
  • At least 4+ years of experience in ICLA or a similar project implementation role within an NGO or development context.
  • A minimum of 2 years of team-leading experience, managing staff, and ensuring project objectives are achieved effectively.
  • Extensive experience working with displaced populations or vulnerable groups in humanitarian or development settings.
  • Prior experience in the Rohingya response, with oral proficiency in the Chittagonian dialect to facilitate effective communication, is highly preferred.
  • In-depth knowledge of legal frameworks and policies related to refugees, vulnerable individuals, and marginalized groups.
  • Knowledge of humanitarian principles, gender sensitivity, and a strong commitment to promoting inclusion and diversity in all aspects of work.
  • Fluency in both written and spoken English and Bangla, with oral proficiency in Chittagonian or Rohingya being an asset.
  • Strong computer skills, including proficiency in Microsoft Excel, Word, and PowerPoint, as well as other essential software for reporting, documentation, and data management, such as Microsoft SharePoint, Office 365, and data analysis tools like Power BI. Familiarity with case management software and database systems (e.g., Kobo Toolbox, CommCare).

  • Duty Station: Teknaf, Cox’s Bazar.
  • Contract duration: 12 months
  • 60% travel, approximately.
  • Grade 06 in NRC’s Salary Scale, with accompanying terms and conditions. NRC offers an excellent compensation and benefits package.
