Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In line with the United Nations Sustainable Development Cooperation Framework (2023-2027), and the UN Women Nepal’s current Strategic Note (SN) 2023-2027, UN Women Nepal has identified “social norm change and gender based violence” and “gender responsive inclusive governance” as its key priorities highlighted in Outcome 1.2 “By 2027, more people, especially women, youth, children, and the most marginalized and poor, increasingly participate in and benefit from equitably improved quality social services at federal, provincial, and local levels” and Outcome 1.4 “By 2027, more people, especially women, youth, and the most marginalized and poor increasingly participate in and benefit from coordinated, inclusive, accessible, participatory, transparent, and gender-responsive governance, access to justice and human rights at federal, provincial, and local levels” respectively. At present, the Outcome 1.2 is merged with the Outcome 1.4 and the overall thematic area is now named at Gender Responsive Inclusive Governance Thematic Area. 

Women’s leadership and political participation is one of the key pillars of the Gender Responsive Inclusive Governance Thematic Area (GRIG) where UN Women’s work with women parliamentarians; elected women representatives; women’s groups are linked to ensure gender responsive inclusive governance at the federal, provincial and local level. 

Reporting to Programme Specialist the Programme Assistant contributes to the effective management of UN Women GRIG programmes in the UN Women Nepal Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Assistant supports and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring the appropriate application of systems and procedures and develops enhancements if necessary. The Programme Assistant works in close collaboration with the programme and operations team ensuring successful UN Women Nepal programme implementation under portfolio.     

The Programme Assistant will also provide administrative and logistics support to Provincial Coordinators in four Provinces.  

Key Functions and Accountabilities:

  1. Provide administrative and logistical support to the formulation and management of programmes and Provinces.
  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds; 
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;  
  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;   
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.  
  1. Provide administrative support to the financial management of the Programme Unit and Province:
  • Create projects in Quantum system, prepare budget revisions,support in PGAMS, partner voucher entry and liquidation,  revise project awards and status; and determine unutilized funds and the operational and financial close of a project;  
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms; 
  • Prepare non-PO vouchers for development projects; 
  • Process payment for consultants, as delegated; 
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system. 
  1. Provide administrative support to the Programme Unit and Provinces:
  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions; 
  • Make travel arrangements for the Programme Team, including travel requisitions and claims; 
  • Draft minutes in meetings, as delegated;  
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team; 
  • Organize and coordinate filing of documents; maintain mailing lists.
  1. Provide administrative support to resource mobilization:
  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents. 
  1. Facilitation of knowledge building and knowledge sharing:
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues. 
  1. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

Recruitment Qualifications:

Education and Certification: Completion of secondary education is required. Bachelor’s degree in Business or Public Administration is an asset. 

Experiences: 

  • At least 5 years of progressively responsible experience in administrative or programme management/support;  
  • Experience in working in a computer environment using multiple office software packages is required;
  • Experience in the use of ERP systems, preferably Oracle Cloud, is desirable; 
  • Experience in supporting a team is desirable. 

Languages: Fluency in English and Nepalis required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
