OVERVIEW OF THE FUNCTIONS OF THE POST

Under the authority of the Officer-in-Charge of UNESCO Office in Kabul, overall supervision of the Head of Education Unit and direct supervision of the Project Officer and Team Lead for the Planning, Monitoring and Coordination (PMC) team, the National M&E Officer for Education will undertake the following duties and responsibilities:

 

 

1. Monitoring and evaluation of the Afghanistan Education Sector Support Plan (AESSP)

 

  • Led the implementation of the Afghanistan Education Sector Support Plan’s Monitoring, Evaluation, and Learning (MEL) Plan, including coordination with the Education Strategic Thematic Working Group (Ed-STWG), Education Cluster, and other relevant platforms regarding periodic data collection, analysis and reporting.
  • As part of the implementation of the AESSP MEL Plan, lead the coordination of field visits and ensure reporting of the findings to the Ed-STWG, Education Cluster and other relevant platforms.
  • In close consultation with the National Coordination Officer, National Gender Officer, and National Database Officer of the PMC team, ensure implementation of the AESSP dashboard.
  • Lead the development of relevant tools for education data collection, analysis, and reporting, including periodic review and revision of the AESSP MEL Plan.
  • Lead coordination with relevant offices within UNESCO regarding the provision of technical backstopping support for the implementation of the AESSP MEL Plan, including the UNESCO Institute for Statistics (UIS).

2. Education data and evidence

 

  • Lead the collection, analysis, and reporting of wider education sector data in Afghanistan covering all levels and types of education to respond to programming needs of UNESCO.  
  • In close collaboration with the entire Education Unit of the UNESCO Office in Kabul, ensure implementation of comprehensive education data monitoring mechanism to meet various internal and external analytical and reporting requirements, including the United Nations Strategic Framework for Afghanistan (UNSFA)

 

3. GPE System Capacity Grant

 

  • Support the PMC Project Officer regarding the implementation and monitoring of the team’s work plan, including drafting of progress reports for external donors and partners such as the Global Partnership for Education (GPE) and the Ed-STWG.
  • Support the PMC Project Officer regarding the final evaluation of the GPE SCG programme, including coordination with UNESCO headquarters and external donors and partners such as the GPE and the Ed-STWG.
  • Contribute to the implementation of other activities under the GPE SCG as required by the PMC Project Officer.

REQUIRED QUALIFICATIONS

 

Education

  • University degree or equivalent in education, statistics, economics or other related fields relevant to the position.

 

Work experience

  • At least 5 years of relevant work experience in monitoring and evaluation, education data and statistics including two years at the national level.

 

Skills

  • Proven expertise in monitoring and evaluation including tools development, analysis and reporting.
  • Excellent strategic, analytical and communications skills including public awareness raising, advocacy, reporting, and donor communication.
  • Ability to interact with partners at various professional levels and diverse backgrounds.
  • Excellent computer skills.

 

Languages

  • Excellent command in English and Dari/Pashto is required.

 

DESIRABLE QUALIFICATIONS

 

Education

  • Advanced university degree (Master’s or equivalent) in education, statistics, economics, or other related fields relevant to the position.

 

Work Experience

  • Work experience in the Education Information and Management System (EMIS) is an added advantage.
  • Work experience with the UN is an added advantage.
  • Previous experience in an educational organization is an added advantage.

 

Languages

  • Knowledge of the other UNESCO official languages (French, Chinese, Russian and Spanish) is an added advantage.
