Position summary
The job holder under the supervision of the M&E Coordinator plays a leading role in the implementation of a comprehensive Monitoring and Evaluation system for the effective of the YEET project. The MEARL Officer is responsible for data collection, verification, collation, analysis and reporting at the project location. The Officer, in collaboration with other project colleagues, will also ensure that there is routine data collection, that data quality is assured and assist the Project Coordinator in compiling routine reports to the PSA, and other key stakeholders that aim at building the capacity of project staff and thereby ensure the strict incorporation of the M&E activities into their plan and its implementation. Moreover, s/he will participate in monthly meetings and ensure that data is used for evidence based decision-making.
Specific responsibilities include, but are not limited to, the following:
The general aim of the position
As per the YEET Project’s Concept note and results framework, the MEARL shall, carry out all planned MEARL activities and ensure strict adherence to the SOS CV and PSA M&E requirements.
Priority tasks & responsibilities
Designing and implementation of project M&E framework
- Actively participate in the designing of monitoring, reporting, evaluation, and research activities carried out by the project and ensure that all activities are conducted in line with agreed ethical principles.
- Design the project M&E tools and templates to be used during project implementation
- Ensure the strict implementation of the organization’s and project M&E Plan, tools, and templates across the project;
- Oversee routine data collection, storage, and collation processes at the project location.
- Participate during routine project evaluation, baseline ,Liaise with the Monitoring and Evaluation Coordinator (M&E-C) and Project Coordinator to develop and operationalize the project database
- Capture and verify YEET project data in PDB2 on a monthly basis Manage and ensure a smooth running of the project database in conjunction with the national M&E-C and Project Coordinator
- Conduct data quality audits/spot checks twice per quarter
Capacity building
- Provide direct technical support to project staff to prepare results-based activity plans and reports
- Conduct M&E training initiatives that aim at building the capacity of the project staff;
- Liaise with the service providers on appropriate reporting mechanisms that help feed the project M&E plan
Collaboration, Planning, and reporting
- Prepare and/or consolidate project location’s monthly, quarterly, semester, and annual M & E plans and submit to the supervisor as per the project M&E plan
- Provide technical support to the Communication Assistant in the documentation and sharing of good lessons, practices, and success stories of the project
- Liaise with the Project Coordinator to monitor the quality of the training as per the service contract, M&E Plan and submitted curricula
- Cooperate with the Communication Assistant to draw up beneficiaries mobilization initiatives of potential beneficiaries and implement them
- Liaise with the Project Coordinator to collate reports from vocational service providers and prepare a status report on the progress of the training.

JOB SPECIFICATION AND EXPERIENCE
Bachelor’s degree in Monitoring and Evaluation, Demography, Statistics, Economics, International Development, Evaluation Research, Statistics, or in any other relevant social sciences qualifications with at least two (2) years’ work experience as M&E Officer.
Honor’s and/or Master’s degree will be an added advantage.
