UNICEF Jakarta is looking for a Programme Officer (HACT) who will support the supervisor (HACT focal point) and colleagues in the office by providing professional and systematic Harmonized Approach to Cash Transfer (HACT) quality assurance for all activities implemented under the UNICEF Indonesia Country Programme, in order to provide an independent, objective and effective assessment of the rationale, adequacy, and effectiveness of the Country office’s risk management and HACT internal control framework, processes, and systems. The Programme Officer (HACT) will carry out due diligence reviews, and spot checks to promote efficiency, reduce risks of asset loss, and help ensure the reliability of financial statements, applying theoretical skills and thorough knowledge of International Public Sector Accounting Standards (IPSAS) and UNICEF HACT Policy and Procedure.

UNICEF has adopted the Harmonized Approach to Cash Transfers (HACT) as an approach for obtaining assurance that results have been achieved in line with resource utilization. It aims at managing risks related to cash transfers made to Implementing Partners in support of programme implementation, reducing partner transaction costs and allowing progressive use of national systems for management and accountability of results and resources.

The Programme Officer (HACT) provides professional technical, operational and administrative assistance throughout the programme cycle through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical information to facilitate the integration of HACT plans in all programming activities and to ensure the application of HACT and related organizational rules, regulations and procedures in the CO. This involves proactive implementation of efficient risk-based oversight of cash transferred to partners and timely identification and mediation of risks impacting the achievement of results and efficient use of cash provided by UNICEF. Further the role provides adequate and continuous analysis and feedback to UNICEF on the quality of assurance activities in the field to achieve results and in adherence to UNICEF’s zero tolerance to corruption and fraud.

To qualify as an advocate for every child you need to have…

Minimum requirements:

  • Education: A university degree in Auditing, Accounting, Business Administration, Financial Management, Economics, or another related financial field is required. Supplemental formal financial / accounting training may be accepted if university degree is not in a related financial field.
  • Work Experience: At least one (1) year of professional experience at the national or international levels, in Operations Management, Financial Management, Audit Management, Risk Management, Capacity Development, or Programme Management – with hands on experience in planning, undertaking, and reporting on financial management assurance activities related to HACT and/or similar grant management oversight (required).
  • Experience in conducting audits (financial statement audits, compliance audits, operational audits, forensic audits internal control systems audits), financial verifications or spot checks, risk assessments, organizational assessments is considered an asset.
  • Skills: Knowledge of IPSAS, IFRS, HACT Framework, or PEDUM (General Guidelines on the implementation of the cooperation program between the Government of Indonesia and UNICEF) is an added value; Proficiency in Excel and other relevant software.
  • Language Requirements: Fluency in Bahasa Indonesia and English.

Desirables:

  • Prior UNICEF experience and familiarity with SAP are highly desirable.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Otherwise, the selection will be canceled.

Remarks:

If an internal candidate holding a fixed-term or continuing appointment is successful in their application to this post, consideration may be given to granting a temporary assignment with lien to post, subject to managerial discretion based on exigencies of service and operational needs, in accordance with the applicable policies and procedures.
