Functional Responsibilities

The incumbent will support the Flagship Initiative Team in monitoring, evaluation, learning, and knowledge sharing across OCHA. Under the close collaboration with OCHA Policy Branch and under supervision of UNOPS Project Manager,  the consultant will be responsible for the following: 

  • Collaborate the Flagship Initiative Team to implement the monitoring, evaluation, and learning approach of the initiative and adjust it as needed as the Initiative evolves, in coordination with other parts of OCHA;
  • Draft learning reports and arrange subsequent learning events; 
  • Develop a knowledge management platform, in coordination with other parts of OCHA as needed;
  • Supports the Flagship Initiative team in managing partnerships and stakeholders relating to the monitoring, evaluation, and learning of the initiative;.
  • Capture and replicate learning and develop training materials as needed and sharing it with other countries of interest and conducts missions as needed; 
  • Provide inputs for the Flagship Initiative knowledge management 
  • Organize in stakeholder consultations and preparation of summaries and reports, including learning events  
  • Prepare background papers and other materials for use for the Flagship Initiative, including development of a training package 
  • Draft the final document of the Flagship Initiative
  • Coordinate the rolling out of the learning 

Education/Experience/Language requirements

a. Education 

  • An advanced university degree (Master's degree or equivalent) preferably in evaluation, social science, research, international development or on a related field to the post description with two (2) years of relevant experience is required; OR
  • A first-level university degree (Bachelor’s degree or equivalent) preferably in evaluation, social science, research, international development or on a related field to the post description with four (4) years of relevant experience is desirable. 

b. Work Experience 

Required:

  • Relevant experience is defined as experience in project or training evaluation, organization development, research, and/or analysis of Monitoring Evaluation and Learning Frameworks preferably including knowledge management and stakeholder engagement.
  • Experience analyzing and editing a wide range of products, such as flagship publications, documents or reports, is required. 

Desirable (The following experience is optional, candidates who do not have it are welcome to apply)

  • Experience with organizational design and reform projects, preferably with the UN Secretariat and or the UN system, is desirable.

c. Language:

  • Fluency in English (read, write, speak) is required. 
  • Knowledge of another official United Nations language is desirable. 
  • English and French are the working languages of the United Nations Secretariat.
