Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP is the United Nations system’s lead entity for addressing environmental issues at the global and regional level. UNEP’s Law Division works with countries around the world to develop, implement and promote legal and institutional frameworks for environmental management and sustainable development. Its strategic direction in this respect comes from the Fifth Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V) adopted by the United Nations Environment Assembly under resolution 4/20 in March 2019, as an intergovernmental programme designed to promote the development and implementation of environmental rule of law, strengthen the related capacity in countries, and contribute to the environmental dimension of the 2030 Agenda. UNEP’s Asia and the Pacific Office works in close partnership with the Law Division and key stakeholders including governments, private sector, civil society, and other UN entities to geographically serve 41 countries within the region in promoting and implementing sustainable development solutions. Implementation of environmental commitments under international law and achieving the Sustainable Development Goals in this dynamic and diverse region requires good national laws and strong institutions that adequately enforce them. UNEP supports countries in Asia and the Pacific to achieve this goal. Legal and institutional frameworks are key mechanisms for environmental management at the national and regional levels. They provide the structure to set standards to manage and regulate the environment and mandate various environmental institutions to implement these standards, and to monitor and achieve environmental compliance. In this regard, the Government of Cambodia has sought support for the drafting of regulations under the recently adopted Environment and Natural Resources Code. UNEP’s Law Division and Asia and the Pacific Office are supporting Cambodia in outsourcing of environmental law experts to assist in the preparation of such draft regulations. Duties and Responsibilities: Under the supervision of the Head of the Montevideo Coordination and Delivery Unit, the consultant will: (i) Draft a Sub decree on the establishment and management of community-protected areas in accordance with Art. 371 (para 8) of the Environment and Natural Resources Code. (ii) Draft a Sub decree on ecotourism development and management in natural protected areas in accordance with Art. 612 of the Environment and Natural Resources Code. (iii) Organize and conduct stakeholder consultations on the two abovementioned draft sub decrees.
Qualifications/special skills
A minimum of five (5) years of progressive experience in environmental law, environmental policy, international law, or sustainable development-related matters is required. Experience in legal drafting and development of legal frameworks for environmental management is required. Experience in working on environmental issues within Asia and the Pacific region, particularly in Cambodia, will be an asset. A minimum of five years of progressive experience in environmental law, climate change and sustainable development-related matters. Background in legal drafting and development of legal frameworks for environmental management. Excellent writing and communication skills. Strong analytical skills. Demonstrated capacity to work in a consultative manner and drafting skills. Direct working experience in environmental law or environmental policy.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
