Terms of Reference

1. General Background

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.
The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.
The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, interalia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.

UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.
The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. In 2019, UNHCR China Office set up a new Private Sector Partnerships team to mobilize resources from the Chinese private sector to support our work globally. One of the key aspects in PSP’s work is to expand UNHCR’s engagement with the general public including UNHCR’s existing and potential supporters.
UNHCR China is now looking for a highly motivated and results driven individual fundraising expert, with a background in either fundraising or marketing, business development, or PR, to manage public fundraising activities including fundraising campaigns, digital partnerships and resource mobilization to support PSP.
The incumbent will work under the direct supervision of the Senior PSP IG Associate, in close collaboration with the whole PSP team in China and other offices. The incumbent will work closely with digital fundraising partners, vendors, media agencies, influencers, and consultants.
This position is a UNOPS position with a contract which is renewable each calendar year.

2. Purpose and Scope of Assignment

• Together with the IG team leader, oversee all aspects of IG acquisition within the individual giving program of UNHCR China, includes the strategic planning and implementation of the acquisition activities, leads generation and fundraising campaigns, digital promotions across various crowdfunding channels.
• Foster collaborations with internal teams and external partners to enhance individual fundraising.
• Support the IG team in developing and implementing digital fundraising campaigns aimed at generating long-term donations and supporters through multiple digital channels. Ensure that UNHCR China’s digital platforms are accurate, fundraising-friendly, and maintain consistent branding, messaging, features, and functionality.
• Developing and maintaining digital partner relationships to ensure continuous promotion through social networks.
• Follow the promotion calendar or campaign plan shared by crowdfunding channels (e.g., Tencent Charity, Sina Charity, Douyin Charity) to initiate digital engagement and campaigns accordingly.
• Localize, digitize, schedule, and adapt digital content from both UNHCR local and global sources to suit the needs of the China public fundraising market.
• Support the IG team in optimizing content and interactions on social media platforms (e.g., WeChat, Weibo, E-shop, Douyin) targeting donors and prospects to increase awareness, engagement, and optimize donation performance in line with program objectives.
• Work closely with the IG team, analyze and optimize user journeys, mobile, and social media insights to enhance engagement and conversion performance. Execute implementation plans for acquisition, media, and engagement programs. • Assist in producing, consolidating, and coordinating all digital assets between UNHCR offices and external agencies to ensure efficient and effective program execution.
• Assist in determining the digital media strategy and promotional tactics to increase traffic, conversion, and engagement in line with program objectives.
• Provide briefings to external agencies on digital campaigns, ensuring all performance tracking is in place with proper testing aligned with execution and optimization plans.
• Monitor, evaluate, and report on the performance of all digital operations using UNHCR’s available reporting tools and analytics platforms.
• Update and report on budgets for digital programs, ensuring proper allocation for acquisition, multi-channel media buys, public engagement, content management, and development.
• Identify new technologies, services and fundraising trends, providing recommendations to boost digital ROI.
• Prepare data, information, reports, and presentations on income, expenditure, and budgets. Develop work plans and budgets related to digital engagement activities.
• Undertake any other responsibilities as delegated by the supervisor.

3. Monitoring and Progress Controls

• Supervision by Senior PSP IG Associate, optimize digital fundraising performance by setting key performance indicators (KPIs) for donation, new donors, campaign ROI, and other relevant metrics.
• Ensure all digital income targets and objectives are met within the budgeted expenditure.
• Maximize income opportunities while making sure all resources are used efficiently, and reasonable forecast ROI is achieved.
• Be responsible for preparing project reports and evaluations, support on IG annual plan and year-end report.
• Mid-year and year-end evaluations.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)
- Completion of Tertiary Education with training in marketing, communications, business or other related discipline.

b. Work Experience

- Minimum 3 years working experience with High School Diploma or 2 years of experience with a Bachelor degree or higher in digital marketing including experience in digital fundraising or digital sales.

c. Key Competencies

• Knowledge of digital marketing, fundraising, social media, digital partnerships, digital tracking and analytics.
• Experience in digital/social media, active management of social networks.
• Hands on experience with paid digital advertising, hands on experience with campaigns on social media platforms – Tencent, Weibo, Douyin, Alipay and other digital public fundraising platforms.
• Experience in managing vendors, stakeholders, or partners.
• Strong copywriting, editing and copy evaluation skills in order to help draft acquisition, social media and engagement communications.
• Ability to identify relevant content for the development of engaging prospect and donor communications.
• Proven experience in digital income generation and the development of digital fundraising and/or marketing strategies an asset.
• An excellent team player.
• Attention to details, high accuracy and result oriented.
• Availability to travel both domestically and occasionally overseas is a requirement of the position.
• Proficiency in written and spoken Chinese and English.
