The escalation of the war since February 2022 has caused severe damages to the increasingly fragile social and humanitarian situation in Ukraine.
One of the imminent needs for rehabilitation and recovery in Ukraine is effective and speedy debris removal and disposal with appropriate measures for mine/explosives, hazardous materials and environmental safety. The widespread presence of debris and damaged buildings/infrastructure are also severely impeding the return of residents as well as posing a risk to human health from such hazards are asbestos, hazardous waste and unstable buildings.
The large quantities of debris strewn in streets, open public spaces and on and plots will inhibit the safe return of residents, restart of businesses and public services.
UNDP is implementing demolition and debris management projects combined with hazardous material treatment and mine action initiatives . The goal of UNDP’s work is to enable the rehabilitation and reconstruction of infrastructures to support the resilient recovery of war-affected communities in Ukraine, ensuring safe and sound environment, free from dangerous and hazardous materials.
Communication and UNDP’s focal point for liaison with government partners, beneficiaries, and the local governments of all targeted areas and cities are required for the best implementation of the debris management component of the Project. Liaison is required with beneficiaries, representatives of local authorities, recipients, national expert communities, NGOs, project teams and contractors.
In this context, UNDP is recruiting a Community Mobilization Analyst, who will ensure that all prescriptions and plans are implemented in accordance with guidance provided by the Debris Removal Specialist, Head of Debris Management Unit, and the Project Manager. The incumbent will also provide advisory and support to ensure the efficiency of the implementation of the demolition and debris management works for relevant projects under the Energy and Environment pillar.


 
Duties and Responsibilities

 
The services will support the project's Debris Removal & Recycling activity and associated outputs within the Energy and Environment portfolio by providing his/her support to help plan and develop a sufficient demolition and debris management system in Ukraine through coordination with the key stakeholders. The incumbent is expected to carry out the following scope of work:
 

Community coordination and communication:

  • Establish and maintain working relations with the Project’s partners at the sub-national and local levels to facilitate collaborations among the public administrations and multiple stakeholders.
  • Conduct regular consultations with key stakeholders, such as civil society, residents of affected communities, the local authorities, and others, to identify their key needs and measures to address them.
  • Organize stakeholder consultation meetings to clearly communicate objectives and necessary engagement to achieve them.
  • Systematically respond to local authorities' requests related to debris management activities and maintain open and transparent dialogue with stakeholders.
  • Prepare project-related correspondences and maintain contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, etc.
  • Communicate the activities and results of the Project to the local authorities and public administrations to promote the visibility of UNDP’s and the Project’s donor’s contributions.
  • Keep the Project’s communications focal point informed about the key approaching activities and project results to ensure the timely communication of the Project’s contributions.
  • Coordinate with the Project’s communications focal point to develop the concepts for the visibility activities, such as equipment branding, handover ceremonies and conferences, and ensure the community’s engagement.


Community mobilization:

  • Ensure active involvement of beneficiaries in debris removal and recycling activities for seamless Project execution.
  • Foster community participation in project-related training and educational events.
  • Coordinate with the local authorities and other project beneficiaries to take the anticipated actions required for the implementation of the project's activities.
     

Monitoring and reporting:

  • Conduct regular monitoring of the community’s needs and pressing problems concerning debris management and recycling, with the support of the Engineering part of the team.
  • Coordinate the collection and interpretation of data required for the activities’ implementation and the Project’s results, as well as make them available to the team members.
  • Maintain an updated database of the Project’s counterparts, contractors, consultants, and suppliers, as well as collect relevant information on the best services and expertise of the providers.
  • Prepare reports on community engagement during the consultation process.
  • Coordinate with the Project’s focal point for hazardous waste management to monitor the community’s awareness of asbestos-containing materials contamination, associated risks, and rules of safe behaviour.
  • Monitor activities similar to the Project implemented by other international organisations, CSOs, or institutions on the national and subnational levels.
  • Collaborate with the project team to assess any indicators of UNDP’s suppliers performing sub-standard services and/or providing sub-standard equipment that could indicate malpractices, promptly informing the engineering analyst (officer) and project manager.

 

Support general activities of the Project implementation:

  • Coordinate with the technical teams to develop technical documentation for various tendering processes and provide/check the required inputs.
  • Participate in relevant meetings and share information with partners and UN agencies.
  • Contribute to the implementation of the Project communications strategy and plan.
  • Ensure all project communications and training activities align with UNDP gender-responsive communications principles.
  • Ensure the mainstreaming of gender equality considerations in the field of expertise, promote a safe and enabling environment free of discrimination and abusive behaviour, and develop gender-responsive communications based on corporate principles.
  • Perform other activities as requested by the Debris Removal Specialist, Head of Debris Management Unit and Project Manager.
     

Institutional Arrangement


Under the direct supervision of the Debris Removal Specialist under the overall guidance of Head of Debris Management Unit and the respective Project Managers, the service provider will assist in liaising with beneficiaries, representatives of local authorities, recipients, national expert communities, NGOs, project teams, and contractors.

Required Skills and Experience

 
Education:
  • Advance University degree (Master’s or equivalent) in Communications, Public Relations, Community Development, Social Sciences, Business Administration, or any other related field OR
  • A first-level university degree ( Bachelor’s degree) in combination with additional two years of extensive progressively responsible relevant experience is accepted in lieu of Master’s degree.
 
Experience:
  • Minimum Two (2) years (with Bachelor’s degree) of relevant experience in working with community/grassroots initiative or other relevant fields Previous experience/familiarity with community engagement or community mobilization is an asset
  • Previous experience/engagement working with local authorities at the local level is an asset
  • Previous experience with UN/UNDP and/or Public sector and/or International organizations is desired
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), and in handling web-based management systems is desired.
 
Required Languages:
  • Fluency in Ukrainian and English
