OBJECTIVES OF THE PROGRAMME
The Division Administration and Finance (DAF) provides the range of HR, administrative, procurement and financial services to all the regional activities and programmes to facilitate the achievement of WHO objectives.
The Human Resources Management Unit (HRM) is responsible for providing a sound, well managed, responsive and efficient region-wide Human Resources Management strategy and HR advisory services which support the work of WPRO and its member states, encompassing, but not limited to: HR Policy Implementation, Organizational Design and Job Classification, Talent Management (including Succession Planning, regional staffing, Career Development and Training, Rotation and Mobility), contractual services for staff and affiliates, application of the UN Common System's Compensation package , and representation of WPRO in inter-agency UN Common System HR initiatives.
DESCRIPTION OF DUTIES
Under the direct supervision of the HR Officer and the overall guidance of Regional HR Manager, the incumbent provides advice on range of HR services, to guide staff and hiring managers, makes recommendations on appropriate actions. The incumbent may supervise a team of GS staff members and is expected to work independently and consults with the supervisor on specific cases that require approvals or management decisions. S/He is expected to proactively engage with the managers within their client portfolio and actively seek collaboration, arrange regular meetings to plan HR activities well in advance, highlight potential risks and propose solutions.
The incumbent may carry out some or all of the following assigned duties:
Supervises the team and advises on improvement of efficiency of HR management processes:
- Supervises team members within the respective team inclusive of the delegation of assignments, the clarification of HR policies and performance management of supervisees.
- Oversees the workflows in the team and assurance of quality of output, harmonization of work procedures for business units and timely and effective implementation of requests.
- Provides guidance and training on HR management functions.
- Ensures compliance with HR policies and procedures.
- Shares knowledge to promote consistency and foster collaboration and teamwork.
- Regularly reviews operating procedures and practices and makes recommendations to improve, streamline, services, processing of actions and/or requests from staff and prepares improvement recommendations.
Talent Acquisition:
- Manages the development and advertising vacancies and is responsible for the statistics and reporting on HR initiatives including but not limited to staffing, applicants reports and recruitment timelines.
- Conducts selection processes, including evaluating and screening applications of candidates and finalizing shortlists, upon delegation representing HR during interview and conducting roster searches for vacancies.
- Reviews and processes HR actions through eWorkflow, ERP and recruitment systems
- Trains and provides supervision and mentorship to new and junior staff in the unit.
Entitlements and Benefits:
- Close monitoring and follow-up on contract expiration dates to ensure timely action.
- Processes timely separation cases, including follow-up and correspondence with staff member, hiring offices, approving authorities.
- Administers timely re-assignments, transfers, and manages secondments and UN inter-agency exchange actions in liaison with involved parties including Global HR Operations centre.
- Participates in evacuation cases (security or medical) and liaises with the appropriate organizational entities for implementation.
- Researches and prepares proposals for complex cases evaluating options.
- Proposes recommendations on solutions and drafts related correspondence for endorsements on various HR actions (acting arrangements, lateral transfers, etc.) and initiates ERP transactions following consultation with the RHRM.
- Guides and advises Administrative Officers, HR Focal Points and other parties involved in HR actions on HR solutions and HR systems, including ERP, the eWorkflow, HR dashboards and monitors the effective use, in order to ensure timely and accurate initiation of HR actions and quality data.
- Offers comprehensive advice, guidance, and briefings to staff and hiring offices in the Region on employment conditions, contractual types, entitlements and compensation.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary education supplemented by training in Admin/HR work
Desirable: A first level university degree in human resources management, public or business administration, law, social sciences or related fields.
Experience
Essential: At least ten years of progressive experience in the field of human resources operations. Proven experience in more than one of the specialized areas of HR such as: classification, recruitment, compensation and contract administration.
Desirable: Relevant HR experience in the UN system and/or a multinational environment in health sector would be an asset

- Familiarity with the staff administration, contract management and compensation systems of the United Nations.
- In depth knowledge of HR principles and practices

REMUNERATION
Remuneration comprises an annual base salary starting at PHP 1,146,557 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
