What we are looking for:

NRC Mozambique is seeking a Youth Programme Development Manager to lead the design, development, and implementation of a youth programme, initially starting in one location. This programme aims to provide young people with education and development opportunities while supporting them in pursuing pathways in education, livelihoods, and social engagement. The role’s primary purpose is to provide technical leadership in establishing the youth programme in Mozambique.

What you will do:

  • Setup and recruit the Youth program team structure and directly manage the implementation of the program in line with approved grant.
  • Overall responsibility for the Youth program budget (i.e. budget holder of Youth program budget lines).
  • Maintain existing programme partnerships and identify opportunities for partnership based on identified need and programme strategy.
  • Development and revision of the youth programme strategy and the development of associated new technical programming tools and resources linked to strategy and in synergy with the NRCs education programme and other relevant CCs.
  • Build on the developed strategy, and depending on the growth of the program, to integrate activities/staff in the existing AOs.
  • Ensure harmonization and consistency across the youth programme in all area offices through coordination and technical training of staff.
  • Represent NRC on relevant national level working groups (Youth, Education, protection, livelihoods) in coordination with other Core Competencies (CC) as well as other technical platforms including those chaired by national authorities and donors.
  • Conduct regular reflection sessions with field staff based on data and learning aimed at informing programme development.
  • Liaise with CC specialist teams regarding integrated programming opportunities.
  • Technically oversee the implementation of the youth programme in all area offices and document learning to inform programme iteration.

What you will bring:

  • Minimum 5 years experience working in a technical and/or operational youth programme management role
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Experience working in coordination and liaising with external actors
  • Prior experience in technical capacity development
  • Fluency in Portuguese and English (written and verbal), alternative Spanish with a willingness to learn Portuguese. 
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Contextual understanding of youth sector and stakeholders in Mozambique is an advantage.
  • Capacity to translate theory into practice in programme implementation
  • Experience in working with local and/or international youth partners

What we offer:

  • Duty station: Mueda, Mozambique.  
  • Contract: 18 months 
  • Travel: 40% 
  • Salary/benefits: grade 9 on NRC’s International salary scale, with accompanying terms and conditions
