🇺🇦 The position is only open to Ukrainian nationals or residents of Ukraine, with a legal work permit.
What will you do in this position?
To meet the WFP operational planning while ensuring quality and principled responses, the WFP is signing partnership agreements mainly with nongovernment organizations (NGOs) for the implementation of WFP interventions, as well as partnership agreements with the government and UN agencies.
Under the direct supervision of the Field Office Head of Programme, the Programme Associate (Partnerships) is responsible for the day-to-day liaison with WFP’s partners, ensuring their activities effectively meet operational needs and adhere to WFP’s policies and standards. He/she works closely with other WFP units including the Supply Chain unit, Finance unit, Research, Assessment and Monitoring unit, as well as the Gender and Protection unit.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.3 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.
WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.01 billion meals to people displaced and affected by the war.

How can you make a difference?
In this position, you will have to:
Follow-up and monitor the implementation of the WFP’s Field Level Agreements with cooperating partners.
Contribute to the design of memorandum of understanding (MOUs) between WFP and Government counterparts.
Follow up on the operations and reporting process of the food assistance programmes with cooperating partners and supervise the overall partner performance.
Support WFP cooperating partners’ invoice-claims and payment processes; ensuring timely review, verification and processing of invoices and supporting documents, as well as monthly reports, ensuring compliance with WFP’s financial and programmatic requirements.
Act as a focal point for key WFP information systems required for partnerships management (including COMET, WINGS). Process, review, verify and enter reports and other data into these information systems.
Maintain an up-to-date list of contacts of all partners and their focal points.
Participate in the monitoring mission to Cooperating Partners food assistance distribution sites, and report on monitoring findings as well as partners overall compliance with WFP policies and standards, including humanitarian principles.
Review, troubleshoot and follow up with partners on all contractual and reporting obligations, including monitoring and evaluations, and advise the Head of Programme on the need to escalate for follow-up, where required.
Based on capacity assessments identify any other CP performance-related issues and report them to the Head of Programme in Odesa as well as the concerned sections of the Partnership Unit.
Provide technical guidance and support to WFP cooperating partner field staff.
Contribute to preparing and designing trainings that enhance cooperating partner organizations and their staff’s capacity.
Support the Programme Unit with additional tasks, as required.
To join us in saving lives, changing lives, you will have:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: Six or more years of responsible relevant work experience in partnerships and contracts management, or project and operations management. Applied knowledge of the humanitarian and/or development field, as well as work experience with the United Nations or other International Organizations, or NGOs. Prior experience in a technical team (e.g., finance, contract management, reporting and information management, or monitoring & evaluations) would be an asset.
Post-secondary education can compensate for some years of experience. For example, you will be considered as eligible if you have:
Three (3) years of work experience in combination with a Master’s Degree;
Four (4) years of work experience in combination with a Bachelor’s Degree.
Knowledge & Skills:
- Excellent communication skills, a clear and friendly attitude, and the ability to work independently and proactively based on guidance and instructions provided.
- Demonstrated attention to detail and problem-solving skills.
- Solid data management and analysis skills, reporting skills, and solid IT skills (including working on multiple platforms simultaneously).
- Ability to work under pressure and multi-task professionally while meeting targets in a high-pressure environment.
- Knowledge of the humanitarian system.
- Excellent time management and language skills, as well as information management skills.
Language: Fluency (level C) in both in English and Ukrainian languages.
