Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

To support the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a Compliance Officer.

Under the supervision of the Finance Manager, the Compliance Officer will play a crucial role in monitoring, verifying, and supporting partners’ operations to maintain the highest standards of compliance and transparency. This role involves regular communication with partners, providing guidance, and supporting capacity-building initiatives.

Your responsibilities:

  • Regularly check vouchers to ensure that partner organizations' expenditure complies with Malteser International's administrative guidelines
  • Check and ensure that all financial records and transactions of the partner organizations comply with MI, the Ukrainian Government, and the respective donors policies, regulations, and procedures
  • Communicate the results of the voucher verification process to partners and assist them in the justification of expenditure
  • Prepare structured, clear, and action-oriented narrative reports after every voucher verification process
  • Ensure that scanned vouchers and relevant project documents provided by partners are uploaded and filed according to donor requirements
  • Assist in internal and external financial audits, including follow-up of actions resulting from completed audits
  • Ensure efficient administrative workflows between partners and Malteser International to facilitate smooth operations

Your profile:

  • A bachelor's degree in a relevant field, such as finance, accounting, or business administration
  • At least 3 years of professional experience in compliance, finance, or a related field, preferably in the humanitarian or development sector
  • Proven ability to analyse financial data and identify discrepancies
  • Experience in assessing and monitoring partners
  • Strong understanding of donor regulations, financial systems, and administrative workflows
  • Fluent in Ukrainian and English, both in written and spoken skills 

What we offer:

  • Duty Station: Lviv/ Kyiv with frequent travel to other regions
  • Duration of contract: One year (with the possibility to extend)
