Job Purpose and Organizational Context  
 
The Department of Safety and Security (UNDSS) is tasked with providing leadership, operational support, and oversight for the United Nations Security Management System (UNSMS) on a global scale. As a leader in security risk management principles, UNDSS facilitates the safe and effective execution of United Nations programs and activities, even in the most complex and challenging environments, while optimizing valuable resources. The Department operates with a clear mission: to support United Nations system programs through dependable leadership and security solutions. This position is based in Haiti
 
Duties and Responsibilities

The Security Operations Center Analyst in Port au Prince falls under the responsibility of the SOC Analyst and supports all UNSMS personnel in Haiti by effectively monitoring radio and other telephonic communications systems in case of an emergency. The SOC Analyst provide a variety of services including vehicle tracking, radio checks, disseminating security broadcasts/advisories/daily security report/weekly security report, transmitting, and receiving radio messages, etc. the incumbent will be responsible for the following duties:
  • Provide technical supervision to all radio operator personnel.
  • Provide administrative advice to radio operators in close collaboration with other units.
  • Ensure radio rooms are fully operational 24/7/365.
  • Ensure that communication systems are always monitored (HF, VHF, satellite phone, cell, email).
  • Receive, record and broadcast messages; monitoring/follow-up of field missions; maintaining radio equipment; inventory of radio equipment.
  • Ensure that the logbook is kept up to date and accurate.
  • Properly inform team members; Provide assistance to all BINUH and UN AFP personnel 
  • Monitor security conditions and notify staff of all security advisories.
  • Report any irregularities to his supervisor and the applicable chain of command.
  • Assist in the professional training of national radio operators.
  • Conduct as requested by the Security Section all communication controls requested.
  • Ensure proper radio procedures are followed.
  • Prevent and report any misuse or damage to communications equipment.
  • Ensure that all radio station attendances are recorded and maintain proper work discipline.
  • Ensure all relevant contact details/directories are posted.
  • Maintain a training/coaching record
  • Report any breach of discipline.
  • Maintain Radio Room equipment in good working order.
  • Prepare radio operator assessments.
  • Ensure that contact lists are developed and kept up to date.
  • Prepare and maintain all emergency numbers.
  • Produce and update staffing schedules and attendance documents in accordance with approved practices and guidelines.
  • Prepare the preliminary and monthly timesheet for the regional office 
  • Maintain a register and update the regional master list of employees.
  • Check and file various documents such as daily staff logs, daily operational reports (DOR), V-tracking sheets and FTS checklists.
  • Manage radio room inventory for office equipment, supplies and accessories monthly.
  • Maintain and validate current inventory lists on an ongoing basis.
  • Ensure that forms used in daily operations are up to date and available.
  • Verify that telephone lists, call signs, room assignment chart or other reference lists used at the radio room are maintained and up to date.
  • Review cellular and satellite phone call logs and ensure they are properly and accurately completed.
  • Keep radio operators up to date with all information provided 
  • Review and verify daily Radio Room briefings and ensure entries are made as instructed and are accurate. 
  • Provide guidance and on the completion of debriefing reports, daily radio check reports, or any other duties during daily operations.
  • Perform routine tasks and processes.
  • Preparation and completion of weekly report and monthly report.
  • Complete work orders and requisitions and follow up to ensure that work or materials have been completed or received on time and according to instructions.
  • Perform radio operator duties.
  • Perform other duties as identified by supervisor

 Institutional Arrangement

The Security Operations Center Analyst  SOC Analyst reports directly to the assigned international security officer/Duty Officer.

Required Skills and Experience
 
Min. Education requirements

 

  • Advanced University Degree (master’s degree or equivalent) in Political Science, Security Management, Management or a relevant related field is required, OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

 

Previous training experience such as teaching is an asset.

Min. years of relevant work experience 
  • Applicants with master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in security or related field of work. 

 

 

 

Required   skills 

 

  • Proven Knowledge of the use of radio communications and conventional office equipment is mandatory.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP. 

 

 

Desired skills in addition to the competencies covered in the Competencies section

 

  • Prior experience with an international NGO is desirable
  • Previous experience working in a conflict/post-conflict or crisis environment is an asset. 
  • Previous experience working for a United Nations organization with knowledge of the UN Security Management System as well as UNDP business, operations and programming cycle and Country Office structure/roles and responsibilities is an asset.
