  1. Role and responsibilities

The Information Management Technical Officer role focuses on maximizing the impact of NRC's humanitarian initiatives in Ukraine through data-driven decision-making. Responsibilities include designing data collection methods, creating visualizations for actionable insights, and streamlining information management systems.

Specific responsibilities

  • Ensure efficient, reliable and up-to-date messaging systems, databases and automation
    processes.
  • Coding questionnaires, implementing data checks and validation, ensuring compliance with
    data security and protection protocol, and designing innovative remote data collection
    solutions.
  • Design analysis methodology, conduct descriptive analysis, interpret complex data sets, and innovate new products, tailoring outputs for diverse audiences.
  • Using static and interactive visualizations and maps for data analysis, communicating learning insights with clarity and creativity.
  • Simplify complex workflows, innovate, and recommend solutions to improve organizational processes.
  • Work with various teams, assist in information collection, and provide specific technical learning, and training.
  • Guide the uptake of technologies, pilot evidence-based practices, and review workflows for efficiency.
  • Ensure data quality, produce monthly progress reports, and compare achievements against targets.
  • Ensure timely backups, proper filing, and adherence to NRC’s data protection policy and procedures.

2. Competencies

Professional competencies:

  • Experience in project implementation in a humanitarian/recovery context.
  • Good command of English, both written and spoken, and fluency in spoken and written Ukrainian is desirable
  • Bachelor’s Degree or above in technical fields or similar.
  • At least 2 years of experience working in Information Management or Monitoring and Evaluation, or equivalent, preferably in an international NGO.
  • Experience in coding questionnaires on KOBO as well as cleaning and analyzing data using Excel or Power BI.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • Strong analytical skills with a critical thinking mindset are highly desired.
  • Data literacy and data fluency, including the ability to operate Power BI.
  • Ability to produce maps.
