BACKGROUND

Purpose of Activity/ Assignment:

UNICEF’s Office of Emergency Programmes (EMOPS) and Division of Data, Analytics, Planning and Monitoring (DAPM) have collaboratively developed an open-source geospatial analytical platform called GeoSight. The first round of development is complete and a period of intensive rollout to multiple country offices is beginning. This rollout includes connections to three geospatial analysis initiatives in UNICEF that aim to support improved emergency preparedness, enhanced targeting of risk-informed programming, and stronger programme management: the Child Climate Risk Index – Disaster Risk Model (CCRI-DRM), Data Readiness for Improved Preparedness (DRIP), and Equity Analysis (EA). The purpose of this assignment is to support Country Offices (CO) in getting started on GeoSight, as part of the overall GeoSight rollout strategy. 

 

Scope of Work:

The consultant will support Country Offices (CO) in establishing GeoSight instances, training staff in using the platform, assisting with initial data additions to the platform, and providing technical support. The consultant will also support the GeoSight launch event, perform functionality testing, develop a platform manual and associated learning materials, develop training materials, and implement remote and in person trainings.

 

Terms of Reference / Key Deliverables:

GeoSight rollout support package to Country Offices 13,14

  • At least 2 (maximum 3) country GeoSight dashboards set-up, including initial data processing and uploading and training to CO staff, as well as detailed documentation on the sources, data, codes and methods used or developed (30 April 2025)

GeoSight rollout support package to Country Offices 15,16

  • At least 2 (maximum 3) additional country GeoSight dashboards set-up, including initial data processing and uploading and training to CO staff, as well as detailed documentation on the sources, data, codes and methods used or developed (30 August 2025)

GeoSight rollout support package to Country Offices 17,18

  • At least 2 (maximum 3) additional country GeoSight dashboards set-up, including initial data processing and uploading and training to CO staff, as well as detailed documentation on the sources, data, codes and methods used or developed (30 December 2025)

GeoSight Technical Support Service to CO/RO/HQ

  • A report detailing remote technical support, including troubleshooting, bug reporting, and data upload assistance, to ensure operational functionality and resolve user challenges efficiently to HQ, RO, and at least 6 Cos (30 December 2025)

GeoSight Regional Training 1           

  • 1 in person group training (3 days + 2 days travel; locations TBD) is organized and delivered (30 September 2025)

GeoSight Regional Training 2

  • 1 in person group trainings (3 days + 2 days travel; locations TBD) is organized and delivered (30 December 2025)

 

Qualifications

Education: 

Advanced university degree (Masters) in the area of Geography, Climate Science, Computer Science, or programme experience with relevant geospatial component is required.

 

Work experience:

Knowledge/Expertise/Skills required *: 

  • At least 3 years of demonstrated proficiency with ArcGIS Pro and/or QGIS
  • At least 2 years of experience in working with open-source geospatial development projects
  • At least 2 years of experience working with humanitarian data sets / sources
  • At least 1 year of experience in providing geospatial “customer support” service
  • At least 1 year of experience in developing geospatial learning communications products
  • Experience in conducting remote trainings on technical subjects – at least 2 prior remote training organized.
  • At least 1 year of experience in multi-cultural work environments
  • Strong English writing and communication skills.

 

Requirements:

Completed profile in UNICEF's e-Recruitment system and

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
