1.Area of expertise :Logisticien en appui aux activités de vaccination et surveillance des maladies (Roster)– NOB

2.Purpose

Aider le programme PEV de l’OMS dans la planification et à la mise en œuvre, le suivi et l'évaluation des activités de vaccination de routine ; la riposte à l’épidémie de polio, et la surveillance épidémiologique des maladies cibles du PEV. Apporter un appui technique au développement des applications pour l’introduction de nouveaux vaccins. Apporter un appui technique aux activités supplémentaires de vaccination visant l'éradication/élimination des maladies cibles du PEV..

3.Deliverables

Placé sous la supervision administrative du Représentant de l’OMS et la supervision technique du Responsable de Vaccination du Bureau de l’OMS, le logisticien en appui à la vaccination assumera les missions suivantes :

  • Coordination : Apporter un appui au Programme Elargi de Vaccination dans la coordination des différents partenaires pour garantir les synergies et la complémentarité des interventions,
  • Conseil Technique : préparer les stratégies, les documents de politiques, normes et procédures nationales applicables aux différents domaines logistiques, fournir l'appui technique aux gestionnaires logistiques nationaux ; Préparer les composantes logistiques des applications pour l’introduction des nouveaux vaccins et des différents plans opérationnels,
  • Développement des Capacités : assurer la mise à jour technique régulière pour les travailleurs du PEV à tous les niveaux dans les différents domaines logistiques à travers la documentation, l'organisation des programmes de formation ;
  • Monitoring & Evaluation :Faciliter le suivi hebdomadaire des stocks de vaccins à différents niveaux et prendre à temps des mesures correctrices pour éviter des ruptures de stocks, Suivi des indicateurs de performance de la logistique a différents niveaux utilisant les indicateurs de processus et de résultats,

Audit Logistique : vérifier au niveau du pays l'adaptation correcte, l'adoption et la mise en œuvre de nouvelles technologies et politiques, et contrôler le progrès accompli, Vérifier la disponibilité des matériels de prélèvement a tous les niveaux ainsi que le retour des portes échantillons ; Contrôle de la qualité des vaccins et des équipements de chaine de froid.

4.Qualifications, experience, skills and languages

Educational Qualifications:

Essential :

i.Diplôme universitaire de premier cycle en gestion logistique, réfrigération, ingénierie électrique ou mécanique, ou Ingénieur des Sciences Appliquées.

Desirable:

ii.Avoir suivi une formation en logistique de vaccins (Logivac) et une maitrise de l’outil eSMT sont des atouts ; Solides connaissances de gestionnaire et technique sur la chaine du froid et la logistique ; Autres ; Compétences pour le travail d'équipe et le leadership ; Compétences à monitorer efficacement le progrès, à analyser les données et élaborer les rapports;

Expérience :

Essential :

iii.Au moins deux ans d'expérience dans le domaine de la gestion de la chaîne froide et de la logistique.

Desirable:

iv.Expérience avec le PEV ; Avoir travaillé avec les agences du système des Nations Unies est un atout ; Compétences linguistiques ; Connaissance approfondie du français et une connaissance fonctionnelle de l'anglais ; Connaissance pratique de l'une des quatre langues nationales serait un atout ; Compétences.

Skills/Knowledge:

Essential:

v.Connaissance pratique de l’outil informatique, avec une capacité avérée à utiliser des logiciels de bureautique standard, y compris les outils de cyber santé.

vi.Bonne maitrise de l’outil informatique et des logiciels d’analyses de données, notamment Excel, Power Point, EPI Info, Power BI.

vii.Aptitude à travailler dans un environnement multiculturel.
