Overview
Overview:
The UHI Cluster Manager will be responsible for day to day field Implementation, coordination,
communication and oversight of activities implemented in each cluster of the city, working with UHI
partners, Management team of HFs, government and key stakeholder. The Cluster Manager will support
the operationalization of the project vision at the Cluster level.
Responsibilities
KEY DUTIES AND RESPONSIBILITIES:
Lead and manage the implementation of UHI interventions and activities in targeted Nahias of the
city, provide overall technical and operational support for project implementation, working in close
coordination with city manager
Strengthen coordination and communication with the management team of targeted HFs, and
PPHDs through regular participation in the PHCC meeting, task force meetings, committees, and
subcommittees meeting under the guidance of the City manager.
Support the implementation of customized, city-specific strategies that respond to the local burden
of disease, priorities and challenges,
Work closely with the cluster teams, provide daily support, and follow up with the team for smooth
implementation of the field activities.
Lead a multi-disciplinary team of health professionals including Clinical Specialists, Mobile Teams,
Midwifery Care Centers, and Community Engagement and Community Midwifery Teams to ensure
planned activities are implemented effectively and efficiently.
Strengthen referral system and community follow-ups through community engagement teams.
Address the challenges emerging at the Management team of the HFs, PPHOs, PPHD, and cluster
team and take appropriate action to resolve them in collaboration and consultation with the City
Manager.
Provide support to relevant city assessments, mapping, analysis, nahia prioritization, and field
monitoring visits to the sites.
Work closely with the Nahia teams and partners to implement the monthly work plans
and ensure the field operation is in line with the national strategies and guidelines.
Provide continuous and timely support to the cluster teams and enable them to perform their
assigned tasks, ensure integration of all project technical components
Support the establishment and implementation of participatory, data-powered, adaptive
management and coordination mechanisms with PPHOs, BPHS, and EPHS implementers to manage
services effectively and efficiently.
Advocate on behalf of UHI with partners and stakeholders and regularly attend sub-committee
meetings etc. in targeted city clusters.
Work with the MOPH staff at the cluster level to develop networks of care, linking different facility
levels and types .
Provide continuous supportive supervision visits to communities and cluster targeted HFs to ensure
the teams or working in harmony and in close coordination with referral sites.
Regularly collect and compile highlights and data to inform ongoing reporting and learning.
Comply with Jhpiego and JHU operational policies and regulations
Any other task assigned by the senior management and supervisor
Required Qualifications
Abilities/Skills:
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to

Demonstrated skills in program implementation
Ability to negotiate and solve conflicts
Ability to work closely with the sites in relevant communities (Nahias).

Ability to manage and facilitate training.
Required Qualifications:
Bachelor Degree holder, advanced degree preferred
6-7 years of experience in health program implementation.
Strong field implementation experience in health
Supervisory experience required
Prior experience in EPHS/BPHS management.
Strong skills and capability in Coordination and communication with stakeholders
Comprehensive understanding of Afghanistan health priorities and players specifically in Urban
Setting.
Experience working with Microsoft Office software applications (Excel, Word, Outlook Explorer,
PowerPoint)
Fluency in English, Dari/Pashto
Ability and willingness to travel extensively in Afghanistan
Prior experience of working with international agencies and EPHS/BPHS implementers.
Preferred Qualifications
Bachelor Degree holder, advanced degree preferred
6-7 years of experience in health program implementation.
