Under its new Country Programme (2023-2027), UNDP’s work in Nepal focuses on developing the capacity of government agencies (federal, provincial, and municipal level), civil society and community groups to jointly pursue development activities to foster sustainable and inclusive economic transformation, enhance people’s participation and inclusion in governance in the context of federalism, and protect and promote biodiversity with nature based solutions, energy transitions, environmental sustainability and resilience to climate change and natural hazards. During the past programme cycle, Nepal has undergone profound changes on account not only of the transition from a unitary to federal system but also of the Covid Pandemic, which has impacted lives, livelihoods, health systems, and has at times slowed down or reversed hard gained development progress. At the same time, the overall trend of Nepal’s GNI has been one of growth, with graduation from LDC status planned for 2026.
UNDP Nepal’s portfolio of interventions contributing to the strengthening of national governance systems at all levels is expanding, including the extension of UNDP’s role in capacity development for the implementation of federalism, through the “Provincial and Local Governance Strengthening Programme (PLGSP)”.
Position Purpose:
In this context, under the overall guidance of the Resident Representative (RR) and the direct supervision of the Deputy Resident Representative (DRR), the Portfolio Analyst is responsible for management of UNDP programme within the thematic/sectoral areas assigned.
The Portfolio Analyst – Federalism supervises and leads the programme staff and coordinates activities of the projects’ staff. The Portfolio Analyst – Federalism works in close collaboration with the Strategic Engagement team, Programme and Operations teams in the CO, programme staff in other UN Agencies, UNDP staff in HQs and Regional Hubs, technical advisors/experts, external specialists, government officials and partners, donors, and civil society to ensure successful implementation of the UNDP programme.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
The Portfolio Analyst - Federalism will be primarily responsible for UNDP’s programmatic engagement on federalism through the PLGSP.
Contributes to the formulation and implementation of UNDP programme strategies and policies:
- With guidance from policy advisers and inputs from field offices, contribute to analysis of the political, social and economic situation in the country; and contribute collaborative inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP) and other strategic documents.
- Contribute to operationalizing UNSDCF/ CPD in collaboration with the main partners and other UN Agencies.
- Ensure implementation of relevant programme Standard Operating Procedures (SOPs) to ensure the effectiveness CO business processes.
- Analyze and synthesize proposals in assigned programme areas.
Ensures effective management of the CO programme within the assigned thematic/sector area (federalism) focusing on quality assurance and risk management from formulation to implementation of the country programme:
- Contribute to translating UNDP priorities into specific interventions, and oversee programme implementation with the implementing partners within the assigned programme areas.
- Oversee planning, budgeting, implementation, risk management and monitoring of the assigned programme areas; and track use of financial resources and assets in accordance with UNDP rules and regulations.
- Ensure that design and formulation of programme considers societal digital technology risks and opportunities and other future signals. Ensure digital technology solutions in programme implementation are managed towards scalability and sustainability in line with UNDP’s digital standards.
- Ensure high quality design and oversight of activities for assigned projects, including Terms of Reference for the required procurement and human resources, and participate in related selection processes. For policy products identified in the project work plans, mobilize the relevant member(s) of the strategic engagement team to lead on TOR development, oversight and quality assurance;
- Ensure effective application of results-based management tools and track achievement of strategic results.
- Ensure effective application of risk management tools, including social and environmental standards, contributing to adaptive programme and project management,
- Ensure the effective use of data in programme implementation, across the data lifecycle; and ensure effective monitoring, evaluation and learning on programme impact.
- Support trends analysis for future informed and anticipatory programming.
- Follow up on audit recommendations and ensure the implementation of management responses.
- Prepare and aggregate reports on activities, outputs and outcomes, including donor and corporate reports.
- Support to the rollout of new initiatives and programmes including through presentation of the project to PAC; finalize contribution agreements; and determine required revisions.
- Ensure the above processes incorporate inputs from other colleagues and teams (policy advisers, field offices, communications, operations and programme), as per country office SOPs.
- For engagement facilities where a member of the strategic engagement team is leading the engagement, provide support for mobilization of the required inputs and for programme quality assurance functions, including risk management.
- Manage timely and orderly closure of assigned projects and final reporting to donors, as required.
Contributes to the creation of strategic partnerships and the implementation of the resource mobilization strategy, with guidance from the Strategic Engagement team focusing on achievement of the following results:
- Develop partnerships with the UN Agencies, international financial institutions (IFIs), government institutions, donors, private sector (if applicable to CO), and civil society in assigned programme/ thematic areas (federalism).
- Identify strategic programme areas of cooperation including for joint programming.
- Support analysis and research information on potential donors, contribute to substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and substantively contribute to Country office partnership efforts.
- Support development of portfolios and Country office pipeline including through support to the design of Programme/Project documents, concept notes, proposals, and cross-sectoral coordination in assigned areas (federalism).
Facilitation of knowledge building and management focusing on achievement of the following results:
- Identify policy-driven issues; and identify and synthesize best practices and lessons learned directly linked to Nepal’s policy goals on federalism, with guidance from the strategic engagement team.
- Establish/strengthen national and international advocacy networks. Implement relevant, high -impact advocacy with key partners.
- Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.
- Ensure project and programme staff receive appropriate induction and refresher trainings thoughout the lifecycle of the assigned programme, both on management-related and programmatic issues.
Gender equality and social inclusion sensitivity:
- Ensure alignment of programmatic policy, processes and procedures as per the UNDP’s GESI strategy.
- Ensure selection processes give due consideration to Gender and Social Inclusion perspectives as per the UNDP GESI strategy.
- Coordinate with GESI focal point within relevant provincial and local governments as required to deliver the results of the assigned programme.
- Provide advice and direction on strategic and policy issues to strengthen gender & social inclusion initiatives in the programme plan and implementation strategy.
- Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
- Uphold UNDP standards and policies on prevention of sexual exploitation and abuse (PSEA);
- Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.

- Advanced university degree (master's degree or equivalent) in Social or Political Sciences, Public Administration, Local Development or related field is required; or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in development project or programme management, in the field of governance and/or local governance.
- Proven experience in developing partnerships with a range of development actors including donors, government, and civil society organizations will be desirable.
- Proven experience in monitoring and evaluation of development projects, and risk management will be an asset.
- Experience of use of data in programme implementation, across the data lifecycle will be an asset.
- Experience in use of computers and office software packages, good knowledge and experience in handling web-based management systems is required.
- Proven experience in Programme management including the planning and implementation in a tight deadline following compliant practices will be an asset.
- Experience of integrating gender and social inclusion in the project activity will be an asset.
Language:
Fluency in English and Nepali is required.
