Context

The Programme Coordinator is in the UNFPA Liberia Country Office but works closely with UNICEF and government line ministries and county health teams. S/he will play a leadership role in coordinating and managing the Programme. The Programme Coordinator will be responsible for providing strategic, technical, and programmatic advice as well as overseeing to programme implementation, monitoring and reporting in close collaboration with UNICEF and UNFPA teams, government ministries, focus counties and programme implementers. The Programme Coordinator will lead and coordinate the Joint Programme whilst ensuring innovation, and timely delivery of a quality programme through a multi-sectorial platform. S/he provides coordination
support for a holistic approach to adolescent girls’ development with a focus on the key results expected of the programme.

Task description

Under the supervision of the UNFPA Deputy Representative and working directly with UNFPA and UNICEF programme teams, the Programme Coordinator will perform the following tasks:
Programme Management

- Lead the development of joint work plans in collaboration with UNFPA, UNICEF technical/programme teams, government line ministries, relevant county teams, programme rights holders and NGO partners
- Support coordination among Government of Liberia and the United Nations System and other actors on the implementation of the Joint Programme in line with Government priorities and according to donor and the overall UN programme policies and procedures.
- Provide, support in organizing joint steering committee and technical working group ensuring effective functioning of the coordination structures.
- Lead the annual reporting
- Provide technical and managerial support to government and NGO partners in the implementation of the project.
- Lead and coordinate reporting on the implementation of the programme as per agreed reporting requirements and tools
- Coordinate programme implementation guiding and orienting executing agencies and programme personnel introducing effective modalities and practices of implementation.
- Establish collaborative relationships with executing agencies (UNFPA and UNICEF), experts, government counterparts and other stakeholders facilitating timely and efficient delivery of programme inputs and addressing capacity development needs of programme personnel. Monitoring, Reporting, Evaluation and Knowledge Management for Policy Advocacy
- Lead the achievement of programme results by ensuring that monitoring and oversight mechanisms are established and implemented.
- Ensure increased availability and use of technical information to improve data collection, analysis, and use.
- Advise and report on achievement of programme results, proactively measuring substantive progress and the effective utilization of financial and human resources using appropriate monitoring and measuring mechanisms and tools
- Oversee the creation and documentation of knowledge about current and emerging development trends and issues, through the analysis of programme strategies, approaches and ongoing experience for lessons learned, best practices, and use this knowledge for information sharing and planning future strategies.
- Support the government, UN agencies (UNFPA and UNICEF) and implementing partners to prepare and submit technical and financial reports in conformity with signed donor agreements and in accordance with UN guidelines and standards.
- Lead the evaluation and documentation of program results, best practices and lessons learned and effectively share these with relevant partners to inform programming, policy and advocacy.
Partnerships, advocacy and resource mobilization
- Create platforms to engage relevant stakeholders (government, NGO, CBO, and community) to ensure adolescent girls and adolescent girls-serving organizations are consulted on key issues that affect them.
- Contribute to advocacy and resource mobilization efforts of by preparing relevant documentation (i.e. programme summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
- Provide technical support for engagement with potential partners for resource leveraging/ mobilization in support of the programme.
- Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed.
- Play a key role in supporting the UNFPA and UNICEF Country Offices to respond to theirs growing role in supporting the Government and partners in accelerating efforts towards Liberia adolescent girls empowerment.
- Facilitate the identification of resource mobilization opportunities and provide technical input to the development of resource mobilization initiatives.
- Support accountability and programme visibility for the adolescent girls’ joint programme in the country, in alignment with donor signed agreements.

Furthermore, UN Volunteers are required to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
- Reflect on the type and quality of voluntary action that they are undertaking, including
participation in ongoing reflection activities.
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
- Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
- Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
