Terms of Reference
The project, approved by the UNHCR's Transformation and Governance Council, aims to develop a Rights Mapping and Analysis Platform (RiMAP) for all operations. RiMAP will be an online, internal, integrated, and institutionalized data and information platform on laws and policies, allowing operations to identify the laws and policies defining the rights of refugees, asylum seekers and IDPs in a given country; to analyse and measure whether these laws and policies legally guarantee that refugees and asylum seekers have access to their rights; and to analyse and measure whether the country's legal and policy framework complies with international and regional standards.
The platform is being developed by the RiMAP team within the Division of International Protection. To ensure that RiMAP effectively adapts to the needs of national operations, which are the primary users of RiMAP, it is essential that they participate from the beginning in the development of RiMAP. In accordance with the RiMAP concept note approved by the Transformation and Governance Council and the budget confirmed by the DIP, and to account for resource constraints in the operations of participating countries, support is provided to them. This support will enable national operations to timely collect, map, and analyze the laws and policies affecting the rights of asylum seekers and refugees and to effectively contribute to the development of RiMAP.
Purpose and Scope of Assignment:

Description: Conduct a comprehensive mapping and analysis of existing legal and policy frameworks related to the rights of asylum seekers, refugees, stateless and other populations in need of international protection, following the UNHCR RiMAP Platform format and standards.

Measurable Outputs: A comprehensive research on the legal and policy frameworks in Colombia related to the rights of asylum seekers, refugees, stateless and other populations in need of international protection, including an analysis with aspects linked to the conformity against international standards.

A full rights mapping and analysis is expected to be concluded in 3 months (by 15.03.2025).
The individual contractor is paid upon the successful completion and approval of the following tasks or deliverables:
Contractor do develop a workplan in consultation with UNHCR with following milestones:
1.Delivery of legal context and legal mapping.
2.Delivery of first set of 6 rights categories analysis.
3.Delivery of remaining 5 rights categories analysis.

Field of expertise, competencies:

In-depth knowledge of national legal framework including refugee law and human rights international framework.

Excellent analytical skills, including the capacity to collect and analyse qualitative and quantitative data to produce meaningful analyses.

Demonstrated organisational skills: the ability to work independently and productively in a fast-paced environment.

Flexible work attitude: the ability to work productively, independently, and to handle requests or issues as they arise.

Excellent drafting skills.

Excellent computer skills.
Required/mandatory:
University degree in law, international relations, humanities/other related degree, with specialisation on displacement.

The incumbent should have relevant experience in legal research and analysis, and knowledge of international human rights standards and best practices.
Desirable: Previous experience working with UNHCR; experience in publishing analytical reports and research papers; documented experience related to the position's responsibilities/area.

Minimum years of work experience (NOTE: candidates with less years of experience cannot be short-listed or recommended):
A minimum 2 years of research experience with specific focus on the on international human rights law.
