In Ukraine, UNDP has been working since 1993 with the Government and local authorities, with partners across the UN system, with civil society and with local communities to help identify and develop targeted solutions to the country’s development challenges. We work in close collaboration with several key ministries, departments and agencies in a robust, integrated manner in three thematic priorities/portfolios: Inclusive Development, Recovery and Peacebuilding, Democratic Governance, and Energy and Environment.
Since 24 February 2022, complex humanitarian, development, and peace challenges have been emerging in Ukraine, underscoring the importance of programming that responds to the multiple dimensions of the crisis. In April 2022, UNDP launched the Resilience Building and Recovery Framework for Ukraine grounded in working in close partnership with various government and development partner. The need for enhanced crisis/emergency coordination and response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector) is becoming more and more critical for Ukraine to ensure delivery of services and build stronger resilience of the receiving/host communities and of the displaced.
In this context, UNDP, within the framework of its Resilience Building and Recovery programme is recruiting a professional with relevant experience and a track record for the position of an Oversight and Compliance Analyst.
The Oversight and Compliance Analyst works in close collaboration with Programme staff, other staff of the Unit, operations team, Programme and projects staff in the CO and other UN agencies staff for resolving programme-related issues and information delivery.
The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.
Duties and Responsibilities
Under the direct supervision of the Team Lead, Strategic Planning, Partnerships and RBM, the incumbent will be responsible for the following key tasks:
1) Ensure that UNDP projects and programmes comply with UNDP rules and regulations for effective programming and partnership management, through efficient management of low-value grants modality.
• Ensure the alignment of the partnership agreements and implementation modalities with project documents, projects’ annual work plans, UNDP rules and regulations; follow up and advise project personnel on the necessary compliance and assurance procedures for the establishment of the programmatic partnerships;
• Streamline best practices and advise on the establishment of grant selection committees, conducting calls for grant proposals and process of awarding of grants; screen the relevant documentation; Clear PCAT (partner capacity assessment tool) documents;
• Review and clear low value grant agreements; advise on financial and narrative reporting standards, requirements and templates;
• Ensure monitoring of monetary threshold for grants throughout the CPD cycle;
• Review narrative and financial grant reporting, advise project managers on the necessary improvements of reporting practices;
• Conduct results monitoring of grantees, identify capacity gaps and needs;
2) Effective implementation of projects through management of responsible party agreements:
• Review and clear responsible party agreements, including applicability of the modality to the project design and goals and selection method;
• Provide substantive review of the terms of reference, application criteria for the selection of responsible party and accompanying package of documents;
• Review and clear FACE and ICE forms, narrative and financial reports of responsible parties;
• Ensure the responsible parties are included into the HACT assurance plan;
• Support Operations Manager in planning and management of HACT assessment and assurance activities;
• Clear PCAT (partner capacity assessment tool) documents for responsible parties.
3) Advise and support the Country Office in effective risk management of programmes, projects and relevant partnerships
• Advise on formulation of project, programme and partner agreements risk logs, identification of risks, mitigation measures, financial implications of risks;
• Develop monitoring tools and processes for effective risk monitoring and implementation of oversight policies;
• Conduct and provide substantive due diligence reviews of private sector partners for non-financial partnerships.
4) Ensure oversight of program and project resource management
• Conduct financial monitoring of development effectiveness projects
• Support Team Leader, SPPRBM in review of the project annual workplans, and ensuring effective and efficient planning of the resources
• Review contribution agreements and ensure alignment to the corporate standards and regulations for cost recovery
• The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Under the direct supervision of Team Lead of SPPRBM Unit, the Oversight and Complaince Analyst promotes programme effectiveness approach, compliance with corporate policies and procedures, and overall quality of programming by developing monitoring tools and business processes.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Public Administration, Economics, Sociology, Statistics, or related field is required or
- A first-level university degree in the above- mentioned fields of study, (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience: - Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in partnership management, financial management and reporting, compliance and oversight;
Required Skills :
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
Desired Skills in addition to the competencies covered in the Competencies section:
- Experience with and understanding of the key stages of audit work, including planning, documentation, testing and reporting.
- Experience and knowledge of audit risk management (Ability to address audit issues raised in the course of an audit and propose solutions in order to ensure a true and fair audit opinion is achieved.)
- Experience of financial monitoring of development projects.
- Experience in programme/project implementation or financial monitoring, knowledge of project cycle.
Language Requirements:
- Fluency in Ukrainian and English is required.
