INTRODUCTION OF THE POST
The INTERPOL’s information Systems and Technology Directorate (IS) acquires and operates IT solutions that enhance the core business of INTERPOL.
Within the IS Directorate, the Sub-Directorate IT Customer Services (ICS), is responsible for promoting and developing the use of INTERPOL services in the INTERPOL Member Countries and regional and international Organizations, and for supporting all users of the INTERPOL information systems. ICS delivers his services through 3 Departments: IT Business Relationship (responsible for promotion and development of the services), Services (responsible for supporting the users with planned services and asset management) and Support (responsible for supporting the users in case of problems or incident).
The role of the Head of IT Business Relationship Department is to establish efficient collaboration between the IS Directorate and core business so as to create synergy that adds significant value to the Organization. This involves understanding the business needs and requirements and ensuring that the IT solutions and services provided by the IS Directorate meet those needs.
Reporting to ICS Assistant Director, the Head of IT Business Relationship Department is an experienced law enforcement official that represents the ICS Sub-Directorate to the business. He/she shall bring together technical and business functions so as to align the strategies of both entities.
He/she promotes the change management process of both the Business and the IS Directorate to transform the IT and information systems of the Organization into rich and efficient Organizational resources for the Member Countries.
PRIMARY DUTIES
Acting as a key relation point between businesses, IT (IS), the Organizational Project Portfolio Management Office (PPMO), Project and Product managers, and other parts of the Organization, the incumbent shall reach out and advise on business needs and expectations, transform them into functional requirements as appropriate and articulate project proposals or requests for changes. He/she analyses and explains functional needs of the police business and may assist the core business in expressing their functional needs.
DUTY 1: Strategy and management
- Provide clear guidance and strategic direction aligned with the Organization's goals.
- Offer solutions as a bridge between different projects that can create opportunities even if they initially did not exist.
- Provide knowledge based on our experience for future opportunities within the Organization or externally funded projects as we can facilitate the process for the Member Countries.
- Ensure regional collaboration to understand each region's pros and cons.
- Address any gaps between the regions, if necessary, which can be providing assistance in further allocating resources to those regions.
- Create guidelines on how to proceed with or without significant funding and identifying areas to focus on for better outputs. Tailor tools and services to fit the geographical situation of each region for sustainability.
- Understand INTERPOL’s existing policing capabilities and map them against the police business needs of INTERPOL’s internal units and Member Countries.
- Act as a point of contact between the IS Directorate and business representatives and/or member countries in relation to IT solutions or projects.
- Support IT Management and IT Product Management in the establishment, maintenance and nurturing of business customer relationships.
- Assist with designing the IT strategy, specifically its alignment with the Business strategy.
- Give guidelines and strategic vision to the IT Coordinators according to the Business strategy and taking into account the regional specificities.
- Support and advise the ICS Sub-Directorate based on their law enforcement expertise.
- Support the design, planning, development and delivery of IT solutions that satisfy the Business needs of the international police community.
- Manage the IT Coordinators by region and the I24/7 Deployment Officers, giving strategy and guidelines to develop and expand the use of policing capabilities in the Member Countries.
DUTY 2: Communication and relationship
- Facilitate the communication between involved entities on ongoing projects.
- Serve as the communication link between the technical services of IS/IT Projects & Products Sub-Directorate (IPP) and the IS/ICS entities, ensuring perfect synergy between the teams responsible for outreach and engagement with the Member Countries and the Policing Product Managers, as well as newly approved IT projects that may impact Law Enforcement Agencies (LEAs) and INTERPOL National Central Bureaus (NCBs) in their duties.
- Represent the ICS Sub-Directorate in meetings, working group sessions, conferences as required by the Directorate.
- Measure customer satisfaction levels, establish KPIs and identify improvements to related processes that will lead to increased satisfaction levels.
DUTY 3: Support
- Help identifying, planning, and leading initiatives to continuously improve the efficiency and effectiveness of IT services, business units and the IS Directorate.
- Adequately document processes and projects in which the Head of IT Business Relationship Department is involved.
- Ensure regular feedback on contributions we provide to different units.
DUTY 4: Perform any other duties as required by the Supervisor.
REQUIREMENTS
Training / Education required
- At least 5 years’ completed University degree issued by an accredited university or other specialized higher education establishment in a relevant field (e.g. Policing, Business Management, Law Enforcement, Information Technology, Public Administration).
Experience required
- Sound practical policing experience of at least eight years.
- At least 8 years of experience coordinating IT infrastructure projects in the policing domain.
- Experience in translating functional requirements in project proposals.
- An international background and experience is an asset.
Languages
- Fluency in English (oral and written).
- Proficiency in a second official working language of the organization (Arabic, French, and Spanish) would be an additional asset.

WORKING CONDITIONS
- Remuneration for secondment: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. - The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
- This post requires occasional travel on missions, sometimes of a long duration and at a short notice.
