Location: EUAA HQ, Malta.

Tentative start date: 03/02/2025, with a probationary period of 6 months.

Salary Category IV - Gross monthly: 3,920.72.

Job Description

The Operations Officer / Procurement - interim support will be working in the Cluster1 AdminTeam and coordinate procurement activities in the EUAA country operations. 

Responsibilities

  • Analyse the operational needs and support managing calls for tenders and procurement procedures for both administrative and operational procurements in line with EUAA’s procurement and contract management procedures.
  • Support ensuring all necessary procedural steps are taken at any stage of procurement procedure as well as contract management.
  • Drafting and reviewing tender specifications and terms and conditions with third party suppliers as required.
  • Ensuring compliance of service arrangements in line with relevant regulatory procurement framework and call for tender’s provisions.
  • Take care of the administrative and finance activities of the team (e.g. reimbursement process, purchase orders, payments, contracts, budget monitoring) and prepare and process financial transactions, making sure all financial processes are managed in line with EUAA financial rules and sound financial management.
  • Provide legal and technical advice and/or support to the Office on specific complex procurement issues.
  • Follow up on contract/agreement interpretation and implementation, in order to support performance and enforcement.
  • Support with preliminary legal and administrative research for internal and external audit and/or to reply to stakeholders’ request.
  • Support building and maintenance tendering, contractual and other legal commitments information.
  • Liaise with relevant stakeholders, including Legal, Procurement and Finance departments under the supervision of Team/Office members.
  • Perform any other duty required in the interest of the service.

Minimum requirements

  • A completed university studies of at least three years attested by a diploma;
  • At least three years of relevant work experience in line with the main tasks described above;
  • Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL);
  • Proven professional experience in drafting templates, tender specifications, evaluation reports;
  • Meet the character requirements for the duties involved;
  • Computer literacy, including MS Office Suite, use of internet and web-based applications.

Advantageous

  • University degree in Law or Economics;
  • Additional training in negotiating contracts;
  • Proven experience in multinational work environment.
