The National SLCP Expert will be responsible for: Supporting the inclusion of SLCPs into the Nationally Determined Contributions (NDC 3.0) framework of Dominican Republic, focusing on key sectors contributing to super pollutant emissions, in particular Methane, HFCs plus N2O, which is a non-CO2 pollutant that is long lived. The consultant will follow the NDC 3.0 Guidance Including non-CO₂ pollutants in Nationally Determined Contributions (NDC 3.0) | Climate & Clean Air Coalition. The goal is to enhance mitigation actions while addressing public health, economic development, and environmental benefits.   The expected outputs of the consultancy are: -A work plan concerted with the Consejo Nacional para el Cambio Climático y Mecanismo de Desarrollo Limpio (CNCCMDL) and other line ministries to support the inclusion of SLCPs, plus N2O, into the NDC 3.0 framework of the Dominican Republic. -A baseline report on the current status of SLCP and N2O emissions in target sectors building on the results of the CCAC supported National Methane Roadmap, the Kigali Implementation Plan (KIP) and the N2O assessment. -A Mitigation Strategy with recommended actionable measures for each sector with estimated emission reductions.    -SLCP emission reductions project proposals to apply for carbon credits through Article 6.2 and 6.4 of the Paris Agreement.  -Policy Recommendations: Guidelines for integrating SLCP measures into the NDC 3.0 framework.    -Capacity Building Sessions: Organization of virtual workshops and training for stakeholders on SLCP mitigation strategies and their implementation.    -Monitoring and Reporting Framework: System for tracking SLCP reductions and reporting in line with the Enhanced Transparency Framework (ETF) under the Paris Agreement.    -Periodic progress reports.

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org. The Dominican Republic joined the CCAC in 2012 and since launched several initiatives to address the interrelated challenges of climate change and air pollution. The Dominican Republic’s 2020 Nationally Determined Contribution (NDC-RD 2020) is a key policy framework that demonstrates the country’s commitment to tackling climate change in line with the goals of the Paris Agreement. This document outlines ambitious targets for both mitigation and adaptation, aiming to transition toward a low-carbon and climate-resilient economy while fostering sustainable development. On mitigation, the country pledges to reduce greenhouse gas (GHG) emissions by 27% by 2030, compared to a business-as-usual (BAU) scenario. Of this target, 7% will be financed domestically, while the remaining 20% depends on international funding. The strategy includes 46 mitigation options across key sectors such as energy, transportation, agriculture, land use, and waste management. These measures aim to optimize resource use, promote renewable energy, and foster sustainable mobility.  The NDCs to be submitted in 2025, also known as NDCs 3.0, need to be progressive and more ambitious than current NDCs and may be the last opportunity to put the world on track with a global emission trajectory in line with the Paris Agreement’s 1.5C goal.  We are now seeking a National SLCP Expert to collaborate with the Government of the Dominican Republic to integrate Short-Lived Climate Pollutants (SLCPs) into the NDC 3.0 framework of Dominican Republic, focusing on key sectors contributing to SLCP emissions, in particular Methane, HFCs plus N2O, which is a non-CO2 pollutant that is long-lived. The goal is to enhance mitigation actions while addressing public health, economic development, and environmental benefits.   

Advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental engineering, physics, chemistry, chemical engineering, electrical engineering, or a related field is required. A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree.   Eight years or more of professional experience in a field relevant to climate change, climate change modelling, energy modelling, GHG emissions inventory and air pollution. Experience in environmental public policy is desirable.  -Excellent written and spoken communication skills, and the capacity to work with colleagues and partners is required.   -Experience in multi-stakeholder dialogues, knowledge with sectoral authorities is required.   -Knowledge in modelling of GHG and air pollution mitigation measures with different software including LEAP IBC is required.   - Experience working on ozone layer protection, refrigeration and air conditioning, SLCPs, and Kigali Implementation Plan in the Dominican Republic is required. -Knowledge of the national policies in climate change mitigation and air pollution is required. -A good understanding of GHG dynamics, short-lived climate pollutants, climate change and air pollution issues in Dominican Republic is required. -Knowledge of, or experience implementing, methodologies and resources for developing GHG and air pollution emissions inventories is desirable. -Knowledge of carbon credits (CDM and Article 6.4) is desirable.
