[In the Middle East Region, Malteser International (MI) is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Türkiye, Syria, and Lebanon and since 2014 in Iraq. MI’s programs cover needs mainly in the health sector and are mostly partner implemented. In the Holy Land, MI is currently cooperating with its potential local partner to implement projects in the framework of humanitarian assistance.
For its work in the Holy Land, Malteser International is looking for a Safety and Security/Logistics Manager with experience in a volatile security environment.
As Safety and Security/Logistics Manager, you will oversee logistics, safety, and security operations for Malteser International in Israel/Palestine, ensuring compliance with policies, procedures, and donor guidelines. You will provide technical support to the local partner and work closely with the Head of Mission, HQ’s Program Operations Manager and Safety Security Focal Points to ensure the safe and timely delivery of goods and services, while managing risks and coordinating with relevant stakeholders.
Your responsibilities:
- Ensure compliance with MI logistics and donor guidelines in all procurement and operational activities, advising the Head of Mission and field teams
- Oversee and monitor all purchases, ensuring proper documentation and coordination with suppliers and partners for contracting, invoicing, and delivery
- Develop and maintain logistics management tools in collaboration with the Program Operations Manager at HQ and ensure efficient transport and delivery of goods and services
- Provide technical support and guidance on safety, security, and access for staff, ensuring the implementation of safety procedures and contingency plans
- Liaise with partners, contractors, and humanitarian agencies to exchange safety and security information and conduct regular risk analyses for staff and operations
- Support logistics for visits by MI staff, delegations, and partners, and assist with other duties as assigned by the Head of Mission and Program Operations Manager
Your profile:
- Master's Degree preferably in Security Studies, Logistics and Supply Chain Management, Risk Management, Emergency Management, or a related field
- At least 7 years field-based working experience in managing humanitarian aid projects with international NGOs, work experience in the Middle East particularly in the Holy Land
- Experience with German and international donors (GFFO, BMZ, etc.) is desired
- Proven experience in logistics and supply chain management and in safety/security management in high-risk or conflict zones and crisis management and risk assessment in volatile environments
- Proven analytical skills and hands-on experience working closely with local partners on capacity strengthening, staff development, training and mentoring and team building
- Excellent communication skills in English (written and spoken); Arabic, Hebrew and/or German would be an asset, including the ability to effectively motivate people and to diplomatically manage the relationship with local partners and different authorities
- Eligible and willing to travel to project areas in the Holy Land depending on the security situation and requirements of the organization

- Duty Station: Jerusalem, with travels to program/project areas
- Duration of contract: 5-6 months (with possibility of extension depending on further project funding)
