Background:

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace, and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences (or NRA – Non-Residency Agency) in Philippines, Cambodia, and Sri Lanka.
In 2023, UN Women has embarked on a corporate new Enterprise Resource Planning (ERP) cloud system solution (Quantum) earmarked to ensure that UN Women will be more fit for purpose. Under the overall guidance of the Chief Budget, and daily supervision of the Regional Operations Manager, the Budget Analyst provides technical support to the members of the Programme Team in the implementation, roll out, and managing the Portfolio and Project Management stream (PPM) of Quantum, including supporting training, capacity building, and knowledge management. The Budget Analyst works in close collaboration with the operations, programme and projects’ staff in the RO, NRA, COs, the MCO Pacific and with UN Women HQs as required for resolving project management and budgetary-related issues and exchange of information
Key Functions and Accountabilities
1. Provide technical support to the implementation and the roll out of the updated versions of the Portfolio and Project Management Stream (PPM) on the Quantum ERP Cloud Solution:
- Support in ensuring data integrity through coordination of data clean up, data migration, review and analyses for the region.
- Process requests submitted by offices of AP Region and facilitate the timely update of the LD-Labor Distributions and the COA-Chart of Account for the position in ERP system (Quantum)
(a) Validate the project timeline and confirm it aligns with the position and LD;
(b) Confirm the award is valid, has sufficient funds/budget, and the budget line has been allocated for the personnel cost to cover the costs for the post extension;
(c) Confirm that the task IDs are valid and that the cross-charges are enabled;
(d) Review and analyze the staff commitment. - Provide technical support to -payroll validation process and support offices with payroll error resolutions,.
- Train the Project Associates on how to validate the funding and budget for labour distribution in Quantum, identify inactive labour distribution and coordinate with the field offices for the timely creation of the LD.
- Participate in committees and capacity building activities to ensure that DPC-Direct Project Costs principle is well incorporated in budgets for the new agreement.
- Provide first level help desk support and troubleshoot services for region (s) clients for the PPM in liaison with the Programme Management Specialist by monitoring the payroll dashboard, reviewing and identifying the root cause of the personnel unposted payroll costs and coordinating/creating the LD.
- Provide first line technical support in the region and help to resolve and/or escalate to proper channels.
2. Provide coordination support for the implementation of the Portfolio and Project Management Stream (PPM) on the Quantum ERP Cloud Solution:
- Support in the creation of detailed plans for AP Region for execution and implementation of new processes under the UN- Women Portfolio and Project Management Stream (PPM)
- Support the testing of new functionalities impacting the AP region related to the proposed new solution for the UN-Women Portfolio and Project Management Stream (PPM)
- Support the preparation and revision of project budgets.
- Coordinate with program and finance staff on issues related to allocation, expenditures, and cash balances in conjunction with budget revisions.
- Assist in the preparation of financial and budget reports.
3. Provide training and capacity building support:
- Support the delivery of trainings and webinars to end users in AP region for the Portfolio and Project Management Stream (PPM)
4. Facilitate and contribute to knowledge management:
- Support in identifying and documenting best practices and lessons learned from the respective region(s)
- Ensure dissemination of relevant information with UN Women offices and partners.
- Provide technical inputs to knowledge networks and relevant communities of practice.
5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Recruitment Qualifications
Education and Certification:
- Master’s degree or equivalent in Financial Management, Economics, Business Administration, Public Administration, Social Sciences, International Relations, Political/Development Studies, or other relevant discipline.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- PRINCE2® Practitioner and/or Project Management Professional (PMP®) and Managing Successful Programmes (MSP®) Practitioner certification is an added asset.
- CIPS3 certification is an added asset.
Experience:
- A minimum of 1 year of progressive experience in supporting project and programme management and implementation.
- International development experience preferably focused on programme and project management implementation support is required.
- Experience in technical support for all aspects of project management including planning, financial management, budget management, risk management, communications and/or stakeholder engagement is required;
- Prior experience in the UN System is desirable. including experience in Oracle-Cloud ERP systems and Results Management Systems is desirable.
Languages:
- Fluency in English and Thai is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
