Result of Service
The ultimate result of the contractor's services will be the successful completion of PAGE work plans in Brazil, leading to improved financing for green initiatives and the effective integration of circular economy principles. By closely collaborating with the Ministry of Finance, Ministry of Environment, Ministry of Industry, Ministry of Labour other relevant government officials, as well as UNRCO and PAGE Agencies, the contractor will ensure that the principles of circularity and green economics, as championed by PAGE, are effectively integrated into discussions and initiatives at these critical events. This will advance Brazil's leadership in sustainable development and environmental stewardship.

Duties and Responsibilities
The Partnership for Action on Green Economy (PAGE) supports countries in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen ecological foundations. PAGE combines the expertise of five UN agencies—UN Environment Programme (UNEP), International Labour Organization (ILO), UN Development Programme (UNDP), UN Industrial Development Organization (UNIDO), and UNITAR—providing integrated support for inclusive green economy initiatives. In Brazil, PAGE aligns with the objectives of the Ecological Transformation Plan, addressing key areas such as Bioeconomy, Technological Densification, Green Infrastructure, Energy Transition, Circular Economy, and Sustainable Finance. The contractor will play a critical role in enhancing Brazil’s green economy initiatives and facilitating stakeholder engagement, particularly as Brazil prepares to host major international events, including the World Circular Economy Forum and COP 2025. Specific tasks and responsibilities per outputs: Output 1: Project Implementation Plan and Stakeholder Engagement Strategy • Activities: -Conduct stakeholder consultations for priority setting. -Develop a phased work plan aligned with ETP and PAGE objectives. -Draft, review, and finalize the plan in collaboration with the PAGE Secretariat. -Submit final plan ensuring alignment with national goals and stakeholder expectations. -Identify and map key stakeholders; develop an inclusive engagement strategy. -Organize initial stakeholder meetings; finalize and circulate engagement strategy. Output 2: National Implementation Group Meeting Support • Activities: -Support establishing National Steering Committee; facilitate monthly meetings. -Document minutes, action points, and distribute meeting summaries. Output 3: Macroeconomic Modeling Event •Activities: -Set objectives in partnership with national institutions. -Invite policymakers, academics, and relevant stakeholders. -Oversee logistics and document event outcomes and key discussions. Output 4: Green Economy event • Activities: -Develop workshop agenda; coordinate speakers and resources with UNEP and partners. -Facilitate discussions on best practices in circular economy. -Support preparation of promotional materials and manage event logistics. -Compile and distribute workshop materials and a summary report. Output 5: Quarterly and Annual Progress Reports • Activities: -Gather and synthesize data on quarterly activities, milestones, and outcomes. -Analyze participation metrics; report implementation challenges. -Draft and submit quarterly progress reports to PAGE Secretariat. -Collect and analyze data for annual report; draft detailed summary with recommendations. Output 6: Technical Meeting Agendas and Minutes • Activities: -Organize bi-monthly PAGE interagency technical meetings. -Prepare and distribute agendas; document meeting minutes and action points. -Circulate minutes and follow up on agreed actions. Output 7: Sustainability Strategy and Achievements Document • Activities: -Develop a document outlining sustainable practices and achievements. -Outline a sustainability strategy for maintaining project impacts. -Review with stakeholders, finalize, and distribute for reference. Output 8: Briefing Notes for Workstreams by UNITAR, UNIDO, UNDP, and ILO • Activities: -Create briefing notes summarizing objectives and achievements per agency. -Review notes with agency representatives to ensure accuracy. -Distribute to PAGE Secretariat and stakeholders. Output 9: Green Jobs Assessment Model (GJAM) and Economic Impact Analysis • Activities: -Oversee GJAM development and alignment with ETP objectives. -Conduct socio-economic and environmental impact assessments for circular economy initiatives. -Analyze data to provide insights for policy recommendations. Output 10: Capacity Building Activities for National Capabilities • Activities: -Assess current national capabilities and identify relevant skill gaps. -Design training programs to support sustainable policies. -Coordinate with institutions for effective knowledge transfer and capacity building. Output 11: Sub-National Government Dialogues on Ecological Transformation Planning • Activities: -Facilitate dialogues across Brazil for localized ecological transformation. -Develop plans for resilience considering diverse regional needs. -Document and share best practices for knowledge exchange. Output 12: Final Comprehensive Report on PAGE Activities in Brazil • Activities: -Collect data and analyze overall PAGE activity outcomes for the year. -Summarize achievements, highlight challenges, and assess project impact. -Draft a comprehensive report and distribute to stakeholders and PAGE Secretariat.
Qualifications/special skills
Advanced university degree in environmental economics, environmental science, environmental engineering, public administration, public policy, project management, international relations, or a similar field of study. Minimum of 5 years of work experience related to project / programme management, and in conducting economic analysis in the context of sustainability both at the national as well as global level. Past professional experience in managing and delivering projects related to macroeconomic policy and supporting countries with analytical work. Professional experience in working at international organisations is an advantage.
Languages
Fluency in Portuguese and English is required (oral and written). Fluency in other UN official languages is an asset.
