JOB TITLE: Partnerships Officer

TYPE OF CONTRACT: Consultancy Level 1 (CST 1)

UNIT/DIVISION: Partnerships and Innovation Department

DUTY STATION (City, Country): WFP Brussels Global Office

DURATION: up to 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

To contribute to the development with DG ECHO and other EU institutions in order to promote the work of WFP, raise and mobilize resources to support WFP operations.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Maintain donor contribution records in both manual and electronic systems;
  • Support WFP country offices on the preparation of European Commission (EC) funding proposals;
  • Contribute to training courses for WFP staff on EC negotiations and proposals;
  • Assist in the preparation of financial statistics and analyses, charts and tables through the relevant corporate tools ( Wings, Salesforce and Grant360);
  • Facilitate to enhance/improve the capacity of staff on technical matters related to EC contracts/proposals;
  • Follow up to and communicate changing EU and WFP rules, procedures and processes;
  • Review funding proposals and inform Country Offices and Regional Bureaux on the feasibility of their proposed activities in view of reporting constraints;
  • Review proposed budgets against donor’s requirements;
  • Monitor donor reporting deadlines, and review interim and final reports to ensure timely submissions;
  • Ensure quality review and completeness of funding proposals, interim and final reports as well as Requests for Complementary information;
  • Follow-up on all pending matters related to the implementation of contributions and monitor the contractual obligations;
  • Assist in the day-to-day administration of contribution agreements
  • Assist the DROs in managing grants using relevant corporate tools (e.g., SAP, Salesforce) and perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

Number of Country Offices assisted in preparing high-quality donor reports. Reports are consistently submitted in a timely manner, ensuring adherence to EC requirements, deadlines and maintaining high standards of quality.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Undergraduate degree with experience in the field of international affairs, or other relevant academic background.

Experience: At least three years of relevant experience in Partnerships.

Knowledge & Skills:

Ability to plan and organize; demonstrate ability to write clearly, concisely, accurately and quickly; ability to multitask and work under tight deadlines; ability to work with minimum supervision under own initiative; tact and ability to work harmoniously with people of different national and cultural backgrounds; demonstrated problem- solving skills; ability to conceptualize issues, think in

abstract terms, and analyze numerical data; strong oral and written communications skills

Languages: Excellent command of spoken and written English.
