The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program & Position Overview
CHAI began supporting Indonesia’s Ministry of Health in 2008 to improve HIV diagnosis and treatment in the Papua and West Papua regions. We partnered with the government to implement its Rapidly Expanding Access to Care for HIV/AIDS (REACH) program, expanding access to quality HIV care, treatment, and support services for millions of Indonesians. Along the way, we trained thousands of health workers and helped establish nine Centers of Excellence to serve as regional referral centers for complicated cases. In the last five years, we have expanded work to help reduce the burden of hepatitis and improve access to routine vaccinations. We have facilitated the nationwide scale-up of pneumococcal conjugate vaccines (PCV), rotavirus vaccines (RV), and human papillomavirus vaccines (HPV). We have also partnered with the government to improve access to pediatric cancer treatment, and screening and access to assistive technology for disabled children.
We are seeking a highly motivated individual with outstanding credentials, strong in digital health development as well as its dashboard, strong analytical, and excellent communication skills. The Digital Health Officer will support the strengthening of the National Expanded Program on Immunization (EPI) and Digital Transformation Office (DTO) - Ministry of Health in data management system, with a focus on improving existing digital immunization data collection (ASIK) including the dashboard (SATUSEHAT) to guide key programmatic decisions. The Digital Health Officer will report to IT&ME Manager but will work closely with and support the Vaccine Program Manager.
- Develop and document user-centered requirements in line with programmatic objectives and data needs, including data entry forms, user workflows, dashboards, and system integrations
- Develop/improve digital immunization data collection and develop/improve immunization dashboard in SATUSEHAT
- Directly configure the system and the dashboard in the production environment
- Develop user’s manual, technical documentation, and training materials; train stakeholders and end users in the administration and use of digital health as well as develop system roll-out plans
- Support monitoring and evaluation in the use of digital health through organizing and participating in field visits, including initiating data reviews and contributing to program evaluations
- Perform basic finance and administrative functions as needed under the guidance of CHAI’s Finance team
- Perform any other work as assigned by the line supervisor, Senior Program Manager, Associate Program Director, and/or Country Director
- Bachelor’s degree with at least 3 years of work experience, ideally in a relevant field (information systems, information technology, computer science), though candidates from other industries are open to apply
- Experience in designing and implementing technology-based solutions across the full software delivery lifecycle, preferably for health related
- Understanding of interoperability principles and standards (HL7, IHE, FHIR)
- Experience in software visualization (Tableau, Power BI, Superset, etc.)
- Strong in software languages: JavaScript, TypeScript, Next.js, Go Language, HTML, PHP, React.js, Node.js, and familiarity in interacting with programmatic APIs
- Strong in database management: PostgreSQL, MySQL, BigQuery.
- Strong written and oral communication skills in Indonesian and English, with the ability to prepare compelling presentations
- Exceptional diplomatic and interpersonal skills, and ability to build relationships
- Excellent organizational and problem-solving skills, and ability to meet deadlines
- Ability to evaluate systems holistically and advise on effectiveness of systems or processes
- Ability to think creatively in the face of challenges
- Ability to work independently and proactively manage projects with minimal supervision
