The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is in UNEP's Industry and Economy Division, Chemicals and Health Branch, Secretariat for the Climate and Clean Air Coalition (CCAC), Paris duty station. The Climate and Clean Air Coalition is a voluntary multi-stakeholder partnership working at the Nexus of climate and clean air. It supports and catalyzes the reduction of short-lived climate pollutants by fostering and strengthening high level commitments, mobilizing partners (incl. UNEP), raising awareness, supporting sectoral and national planning, policy and implementation, advancing policy-relevant methane, HFC and black carbon analysis and tools, strengthening institutions, and scaling up finance. It also supports the implementation of the Global Methane Pledge (GMP), embodying the Secretariat to the GMP. Under the overall supervision of the Chief Project Management and Administration Unit and Head of CCAC Secretariat and direct supervision of the Administrative Officer, the incumbent will be responsible for the following tasks:
Responsibilities
HUMAN RESOURCES MANAGEMENT: • Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members and training, ensuring consistency in the application of UN rules and procedures. • Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. • Provides information on unit’s staffing needs for inclusion in department’s staffing table. BUDGET AND FINANCE: • Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes. • Monitors budget/work program with respect to Headquarters’ budget, trust funds and grants, on a regular basis, and reallocates resources as necessary. • Supports the implementation of procedures and systems for implementing the appropriate financial database. • Contributes to the development of budgetary guidelines for own unit. GENERAL ADMINISTRATION: • Supervises support staff as required. • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems). • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in accounting, finance, business, or public administration is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of two years of progressively responsible experience in finance, accounting, administration and project management or related field with progressive managerial exposure is required. Work experience in multilateral environmental agreements and the subject related to chemical and waste management is desirable. Work experience of working in an international setting is desirable. One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of' equals a rating of "confident" in two of the four areas.

Appointment against this project position is for an initial period of one (1) year and may be subject to extension. Candidate selected will be granted a fixed-term appointment limited ("FTA limited") in accordance with section 2.2 (b) of administrative instruction ST/Al/2013/1 on Administration of fixed-term appointments.
