The CCAC is seeking a “CCAC TEAP Biocover and Landfill Expert” to write a report of approximately 25 pages (not including annexes and diagrams), and prepare a presentation, which provides an overview of biocovers systems and their methane abatement potential. This would be based on the reports key findings. The report would consider the relevant business models for different site capacities and resources, ownership types and geographies. It would address efficacy of biocovers in different country contexts, including over time. The report would address the key challenges for successful implementation taking into account climate/geographic conditions, access to source materials, and other factors. The report should also provide an overview of costs for the above different types/sizes of biocover systems and facilities. This would include both CAPEX and OPEX costs. The Report should also discuss whether the biocoversystems practice stands up as a private investable opportunity and, if not, the public policy interventions that may be required to allow it to be deployed and insights into prioritizing investment opportunities. It would also deliver focused case studies of successful deployment of best practices and technologies. The Consultant should also consider explore “archetyping” in their report where possible, considering criteria such as the size of the operation, and distinction based on the country context (to be determined with the supervisor and relevant Panel Members).

Duties and Responsibilities
1. Write a report of approximately 25 pages (not including annexes or diagrams), and prepare a presentation, which provides an overview of biocover systems and their methane abatement potential. The report would consider the relevant business models for different plant capacities, ownership types and geographies. The report would address the key challenges for successful implementation taking into account climate/geographic conditions, access to source materials, deployment alongside other complementary technologies (such as landfill gas capture) and maintenance over time. The report should also provide an overview of costs for the above different types/sizes of biocovers systems. This would include both CAPEX and OPEX costs. The Report should also discuss whether biocover systems stands up as an investable opportunity (including climate finance) and, if not, the public policy interventions that may be required. It would also deliver focused case studies of successful deployment of best practices and technologies. The consultant should also consider explore “archetyping” in their report where possible. 2. Conduct consultations on the given topic with relevant technology providers and implementers as well as other stakeholders (private and public, to be determined with the supervisor) to make the findings as accurate and grounded in research and latest knowledge in the sector as possible. 3. Work closely with Communications Team in design process, including providing list of illustrations and graphics needed and provide feedback and approve accuracy of technical information presented. Performance indicators: - Timely and high-quality delivery of the draft report, with reporting back in stages as per the schedule above. - Engagement of the CCAC-TEAP Co-Chairs and Panel members, as well as the CCAC Waste Hub Co-Leads and community
Qualifications/special skills
- Masters level university degree in engineering, environmental management, technology, sciences or economics, or a related area is required. - A minimum of 4 years of professional and/or scientific experience related to waste management, biocovers and landfill management is required and should be documented in the application. - A minimum of 2 years of experience in research or practical implementation or understanding of biocover systems in projects or in collaboration with governments and implementers deploying biocovers as a waste management solution is required. - Demonstrated experience in preparing and delivering presentations is required. - Experience working in and conducting research in developing countries and an understanding of a range of country contexts is desirable. - Demonstrated ability to produce clear, accessible and concise scientific and technical reports for policymakers is required. - Demonstrated experience with business models around biocovers, through direct project engagement and experience, is required. - Demonstrated experience in preparing reports on waste management is required (please provide a reference to one report authored or co-authored in the last 3 years). - Expertise in the waste and waste management sector and its stakeholders preferred.
