UNDP Montenegro is actively providing support to the Ministry of Interior and overall security system in the country in development of their human and technical capacities. Project “Advancing the Forensic capacities of the Police Directorate of Montenegro for processing firearms and explosives-related crime’’ is initiated with the primary focus on the Forensic Centre, as the key provider of forensic expertise for the criminal proceeding system of Montenegro. The said project is funded by Western Balkans SALW Control Roadmap Multi-Partner Trust Fund, and it is supporting the implementation of the “Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of Small Arms and Light Weapons (SALW)/firearms and their ammunition in the Western Balkans by 2024” and its continuation from 2025-2030. Key objectives of the planned activities include improving overall forensic capacities in Montenegro (CSI and Forensic Center) to provide evidence and intelligence necessary for investigating and processing FAE-related crime and SGBV on the national and international levels.
The project aims at improving the crime scene investigation and laboratory forensic capacities of the Police Directorate of Montenegro for providing forensic evidence and intelligence necessary for investigating and judicial processing of the trafficking of firearms, their ammunition, explosives, and precursors, as well as other FAE-related criminal offences, including the sexual and gender-based violence. Improved evidence and intelligence capabilities shall serve the national criminal proceeding system and international investigations and proceedings. The project is doing it by delivering specialized training, supporting relevant international and regional peer-exchanges, procuring equipment, developing and validating new methods, and developing standard operating procedures. The focus will be on standardizing work processes in accordance with the policy and recommendations of the European Network of Forensic Science Institutes (ENFSI) and preparing for accreditation in line with ISO/IEC 17025 and 17020 international standards. This implies implementation of project standardization results in the regulatory framework of the Ministry of Interior of Montenegro, thus providing sustainability of project’s results.
Under direct supervision of the Team Leader for Governance and Responsive Institutions in UNDP Office in Montenegro, the Project Analyst will ensure effective and efficient implementation/delivery of the project. Project Analyst will perform the following activities:

Support partnerships and advocacy activities at project level:
- Coordinate strong local stakeholder engagement processes in consultation with the Resident Representative and Team Leader ensuring inclusivity (e.g., ethnic, gender, youth etc.);
- Be familiar with the activities of relevant development projects in the security sector and keep up-to date with their work;
- Identify opportunities for synergies between the Institutional Development programmes in the area of security and ongoing and planned UN programmes;
- Maintain regular communication and provide advisory support to the Forensics Centre and the Ministry of Interior of Montenegro;
- Support the implementation of the national SEESAC component and act as a focal point for SEESAC;
- Provide support to reduction of counter-proliferation risks through development of safe and secure conventional ammunition storage infrastructure and management systems;
- Provide support to relevant security and defense national strategies;
- Ensure and coordinate meaningful participation of relevant national and international stakeholders in all phases of planning and implementation processes;
- Support the partnerships, communications and advocacy activities agreed by the UNDP office in the area/sector covered by the project;
- Ensure that outputs produced by the project are adequately communicated in partnership with relevant institutions and donors;
- Manage and implement project activities and contribute to further development through its promotion and partnership building with the relevant stakeholders and relevant international and local partners.

Project management general duties:
- Coordinate resource mobilization activities and negotiate with donors for projects/activities within the framework of the project and maintain regular communication with them;
- Contribute to the formulation and development of new projects and strategic plans that are in line with the UNDP strategic focus;
- Monitor implementation progress and ensure quality and timely reporting to donors and Project partners;
- Ensure gender is effectively mainstreamed throughout the project’s activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail;
- Ensure that work plans are prepared and updated on time and reflect project objectives and outputs;
- Ensure timely coordination and implementation of recruitment of individual consultants;
- Ensure that procurement of goods and services under the project is undertaken in an optimal quality manner;
- Ensure the establishment and maintenance of complete accounting records of all project activities (budget, commitments, expenditures, income); ensure proper follow up in relation to project expenditures, approval, and financial reporting;
- Be responsible for all assets purchased and used under the project;
- Monitor the resources being spent i.e. approve requisitions in Quantum and certify/confirm receipt of goods and services;
- Advice respective Team Leader on potential adjustments of actions and procedures in light of changing requirements, issues, risks and needs.

Ensure implementation of knowledge management activities
- Ensure the project has required communication package and related information materials for dissemination internally, and to external stakeholders. Update the communication package regularly to capture the results of the project;
- Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
- Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard;
- Ensure knowledge on gender equality is incorporated in project knowledge management activities and products.

With the help of the Country Office Communications, the incumbent will make sure that the respective project takes account of principal components of communications/advocacy campaigns in order to:
- Ensure project visibility by keeping target public informed about Project objectives, results/achievements and their impact on the recipient communities;
- Ensure that outputs produced by the project are adequately communicated in partnership with relevant institutions and donors;
- Contribute to the learning and knowledge sharing within UNDP and among external partners at the country, regional and global levels.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
The results of the work of the Project Analyst have a direct impact on the implementation of the project and the achievement of expected outcome(s). The results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) in order to meet expected results, and contribute to the overall success and impact of the UNDP CO Montenegro.
Institutional Arrangement
The Project Analyst reports to the Team Leader for Governance and Responsive Institutions in UNDP Country Office in Montenegro. Project Analyst has the overall responsibility for achieving the project results (outputs) as defined in the approved project document and annual work-plans through timely and qualitative implementation and monitoring. S/he works in close collaboration with other members of the programme team, the operations team, UNDP HQs global and regional offices, other UN Agencies staff, government officials, technical advisors and experts, multi-lateral and bi-lateral donors, civil society and private sector.

- Master´s degree in Social Science, International Relations and Public Policy or related field is required, OR;
- Bachelor’s degree in above mentioned fields of study in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master´s Degree.
- Applicants with a Master’s degree in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in project implementation and negotiations with donors.
Required Skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Desired Skills:
- Previous experience in development assistance or related work for an international agency or donor organization;
- Proven track record in coordinating complex projects in multi-stakeholder environments, preferably on issues related to governance, security or defense;
- Experience/Familiarity with the functioning of the forensics sector in the country;
- Experience in strategic planning, results-based management and reporting;
- Experience in monitoring of management projects and reporting;
- Experience in promoting gender equality in project activities.
Required Languages:
- Fluency in English and Montenegrin is required.
