- Role and responsibilities
This position supports NRC Ukraine Area West programming in developing, coordinating, quality control, and
implementing the Country Office and Area West MEL system in practic

Generic responsibilities (max 10)
1. Adhere to NRC policies, tools, handbooks and guidelines
2. Provide technical support on the implementation of MEL plans and guidelines at the Area of Office
level
3. Support MEL Coordinator on establishing and maintaining MEL systems, and standardising MEL
systems across projects
4. Prepare and develop status and project reports as required by management, donors, NRC Country
Office, Regional Office and Head Office
5. Ensure proper filing of documents
6. Ensure efficient working relationships with a wide range of different interlocutors (program teams,
MEL Unit, other NRC Ukraine departments, NGOs, civil and military representatives);
7. Adhere to National legislation and NRC policies regarding the administration, protection of private
information, data protection, and data-sharing.
8. Support the M&E Department in new initiatives, should these arise during the employment period
and share ideas for technical improvement
9. Contribute to the identification of, and designing of protection response to identified risks and
needs in the context of the program implementation
10. Contribute to learning from experience and evidence and support the program teams in improving
the quality of NRC Ukraine work

Specific responsibilities
1. Ensure that Programme MEL Work Plans, MEL Matrices, and Indicator Tracking Tables are
developed and up to date.
2. Support and contribute to the development of a data management system for MEL activities and
reporting.
3. Support in developing data collection methodology and tools, and in actual data collection.
4. Lead data collection, management, and analysis according to the CO MEL SOP and program needs.
5. Ensure clear information flows between programs and the MEL Department.
6. Contribute to budget planning for MEL activities and ensure its tracking, including updating and
implementation of spending plans.
7. Ensure that monitoring data are reported promptly to the relevant reporting systems/tools such as
GORS, ITT, etc.
8. Deliver training sessions for program staff on MEL technical aspects and tools in line with
responsibilities, if needed.
9. Support and facilitate sessions to review/interpret program MEL data with relevant NRC program
staff.
10.Reply to general information requests with accurate and timely information. Maintain accurate
documentation related to the MEL system (e.g. monitoring reports, data collection
tools/methodologies, indicator profiles, MEL Matrices/Work Plans, documented calculations of
indicators) and ensure its proper filing.
11.Support in implementing other MEL activities, as needed.
12.Perform any other tasks as requested by the MEL Coordinator.
2. Competencies
Competencies are important for the employee and the organization to deliver desired results. They are

These are skills, knowledge, and experience that are important for effective performance.
Generic professional competencies:
- Minimum of 1-3 years of experience working in a similar role, preferably in a
humanitarian/recovery context in a related field (MEL, data collection, data analysis) - Documented results related to the position’s responsibilities
- Strong knowledge of the software programs (MS Word, Excel, PowerPoint, Office 365)
- Experience with Power BI, GIZ, and Agresso is an asset
- Fluency in Ukrainian, Intermediate English, both written and verbal
- Previous experience from working in complex and volatile contexts is desirable
Context/ Specific skills, knowledge and experience:
- Bachelor’s degree in statistics, economics, sociology, finance, or another similar field with a
quantitative focus - Post-graduate certificate(s) in MEL-related fields such as data collection methodologies, sampling,
and data analysis are desirable - Familiarity with qualitative and quantitative methods and analysis.
- Knowledge of, and experience of using mobile data collection tools, including KoBoToolbox.
- Experience in managing analysis, synthesis, documentation and dissemination of lessons learned
for a range of stakeholders - Capacity to evaluate progress and recommend necessary actions to support program progress and
improving quality and impact. - Strong analytical, problem-solving and communication skills
- Ability to work under pressure, independently and with limited supervision
