Result of Service

The “CCAC Fossil Fuel Expert” will provide full-time support to help drive action in the sector and ensure a well-functioning and strategic CCAC Fossil Fuel Hub. This includes integration of the new CCAC FFRP into the Hub and the Programme’s scaling up. The consultant will provide direct support to national governments and CCAC National Consultants; provide technical reviews of funding proposals related to the sector; provide support for technology assessments and advise on new business models; provide support for policy and regulatory development; engage key organizations to expand the sectoral network; deliver various activities as set out in the Work Plan and Budget; and contribute to internal coordination within the CCAC Secretariat including review of the Engagement Strategy.

Duties and Responsibilities

1. Support engagement with countries and key partners/organizations on CCAC sectoral work – especially to: - Encourage, and as appropriate, provide support for “targeted expert assistance” - Advise countries and CCAC National Consultants on ad hoc questions related to the sector related to policy and implementation - Support and assess requests for proposals to drive national action and transformation of the sector 2. Monitor and suggest ways to drive action in the sector, in line with the approved CCAC Engagement Strategy for the sector – for example: - Through CCAC-funded projects - By engaging CCAC partners and other relevant organizations, including by enhancing coordination with the International Methane Emissions Observatory (IMEO) - By expanding the CCAC Fossil Fuel Hub’s network of implementing partner organizations - By engaging relevant private sector partners - By providing support for technology assessments and advising on new business models - By providing support for policy and regulatory development - Monitoring related and complementary activities - Building consortia for proposals for non-CCAC funding - Leveraging CCAC communications 3. Closely liaise with, engage and support co-leads of sectoral Hub, especially to: - Strategize ways to mobilize partners and funds for projects - Support sectoral Hub country co-leads in advancing the Engagement Strategy - Support high-level political engagement, such as through Ministerial roundtables - Strategize and leverage CCAC assets such as political leverage via the CCAC Ministerial, the Work Plan & Budget and/or communication channels/strategies - Review CCAC Engagement Strategy for sector and propose updates as needed 4. Support coordination to implement the CCAC Fossil Fuel Regulatory Programme as the key CCAC support pathway for mitigation in the sector to ODA-eligible states. 5. Engage with Hub Manager to: - Strategize opportunities to encourage cross-sectoral cooperation - Strategize cooperation opportunities for regional, subregional or other groupings - Advise countries and CCAC National Consultants on ways to engage multiple Ministries in project development 6. Convene interested CCAC partners in close coordination with Hub Manager: - Specifically: (i) Regular Hub Leadership Groups, especially proposing strategic discussions on financing, technology, success stories and challenges, etc; (ii) 2-3 Full Hub meetings per year - Advise Hubs members and potential implementers on CCAC and other funding opportunities - Actively facilitate match-making between countries and/or organisations to develop projects, including for non-CCAC funding – using the CCAC Country Needs Database to inform this, and tracking any matches made and informing the CCAC Board 7. Support development of CCAC stories and op-eds. Advise and participate in communication activities, meetings and events related to the sector and/or organized by the CCAC 8. Prepare sector specific discussion papers (background documents, think pieces) and provide expert inputs to CCAC governance and decision-making including technical reviews of funding proposals, as requested

Qualifications/special skills

- Advanced university degree in geology, engineering, natural resources extraction and management, environmental management/policy, science or a related field, is required - Another degree combined with extensive professional experience in the fossil fuel sector may be accepted. - A minimum of 3 years of professional experience related to sustainability in the fossil fuel sector is required. - Project management experience is desirable. - Knowledge of air quality, climate change science/policy and sustainable development issues and how they relate to the sector is required. - Experience with partnership approaches is desirable. - Experience in the UN system organizations and/or a developing country is desirable.

Languages

- Excellent command of English (written and oral) is required - Additional knowledge of other UN official languages is an asset
