Purpose of consultancy
Provide technical inputs to strengthen UHC2030 political outreach and mobilization.
Background
In April 2024, the UHC2030 Steering Committee endorsed UHC2030’s Strategic Framework 2024 – 2027, which describes how UHC2030 operates and adds value, now, on the path towards the next UN high-level meeting on UHC in 2027, and in the last stretch before the 2030 milestone for the SDGs.
The framework comprises three pathways for change to follow in 2024–2027: advocacy (influencing decisions by political, economic and social institutions to advance UHC), accountability (tracking the implementation of commitments to foster actions, decisions, policies and programmes for UHC), and alignment (convening stakeholders to exchange information and to elevate the importance of alignment with one national plan and of working within national structures to strengthen health systems).
UHC2030’s collective efforts on advocacy, accountability and alignment in 2024–2027 can help drive progress to ensure that, by 2030, everyone, everywhere, has access to the full range of services they need, when and where they need them, without financial hardship.
Consultancy support is needed to support the UHC2030 Secretariat in taking forward its advocacy work. UHC2030 serves as a global hub for compelling campaigns and coherent, evidence-based communication on UHC that places universality, equity, the right to health and health security at the centre. The UHC2030 Secretariat supports all of its constituencies and partners in their advocacy and outreach efforts, prioritizing primary health care, equitable and resilient health systems, financial protection, and inclusive governance for health. All UHC2030 constituencies and partners base their recommendations on evidence and ensure common messaging to advocate for action on UHC at key global events and political processes, including beyond the health sector. Moreover, many UHC2030 constituencies engage at the country level. The value that UHC2030 adds is helping to tailor evidence-based political advocacy and to leverage opportunities for outreach at key global, regional and national events.
UHC2030 is the leading global multi-stakeholder platform that brings together diverse voices and perspectives for the common goal of achieving UHC, doing so by sustaining political momentum around UHC commitments, and promoting collective action to strengthen health systems.
Deliverables
The consultant will work closely with the UHC2030 Secretariat by contributing to develop specific briefs and papers in specific areas and leverage opportunities for outreach by supporting the organization of events and campaigns.

Deliverable 1 - UHC 2030 briefings and statements: assess the strategic value of each opportunity and develop draft content for a series of contributions and strategic dissemination plans, including through social media, for UHC2030 Co-chairs, the UHC Movement Political Panel and the Coalition of Partnerships for UHC and global health to convey UHC2030’s messages to high-level political leaders around specific political processes. These include: IMF-World Bank spring meetings (April), World Health Assembly (May), UN Financing for Development Conference and UN High-Level Political Forum (July), UN General Assembly and the UN high-level meeting on NCDs (September), World Social Summit (October), UHC Day (December) and other relevant political processes (such as G7 and G20).

Deliverable 2 - High-level events: map out the most strategic ways to engage and contribute to the organization of high-level events and meetings around the key moments listed under deliverable 1, including suggesting strategic objectives, speakers, outcomes and drafting concept notes.

Deliverable 3 - Mobilization of stakeholders: Contribute to updating the strategic outreach plan for 2025 and mobilization and engagement of civil society partners and other relevant stakeholders , this includes design of campaigns and events.

Deliverable 4 - UHC2030 secretariat: Provide technical inputs into the preparation of and follow-up on Steering Committee meetings, and reporting on progress in implementing the UHC2030 strategic framework 2024-2027.
Qualifications, experience, skills and languages
Educational Qualifications
Essential:
- An advanced university degree (Masters level or above) in health policy, management or financing, public health, law, communications, social sciences or equivalent.
Experience
Essential:
- Minimum of five years of progressive and relevant experience working in the area of public health with an emphasis on health policy, health systems development and civil society engagement.
- Demonstrated experience in developing and implementing strategy and plans of action, focusing on political advocacy, strategic communications, including organizing events targeting high-level political leaders in the area of global health.
- Demonstrated experience in influencing global level political processes and interacting with a wide range of high-level political and other stakeholders in global health.
Desirable:
- Previous work with WHO, other international organizations and/or major institutions in the field of global health political advocacy.
- Experience collaborating with the key stakeholders involved in UHC2030.
Skills/Knowledge

- Solid understanding of global health issues, international cooperation and partnerships, working with different stakeholders
- Excellent writing and communication skills, including briefings and short communication pieces in a concise manner
- Strategic thinking and diplomatic skills

6 months. Additional contracts up to 11 months may be offered, subject to satisfactory performance, continued need and funding availability.
