Who we are
The International Committee of the Red Cross (ICRC) is a neutral, impartial, and independent humanitarian organization that works worldwide providing humanitarian assistance, protecting lives, upholding rights, and relieving the suffering of people affected by armed conflict and other situations of violence. The ICRC acts in response to emergencies and, concurrently, promote respect for International Humanitarian Law. The mandate stems from 1949’ Geneva Conventions. We work closely with National Red Cross and Red Crescent Societies and with the IFRC to ensure joint, coherent, and rapid humanitarian response to the needs of the victims of armed conflict and other situation of violence.
Context
The Transregional Team is a multi-métier cell (Protection of Family Links - PFL, forensics, data management/analysis) created to establish a coordinated and efficient response to the humanitarian needs of separated, missing, and deceased persons in Europe and on their way to Europe, and of their families. It is mandated to contribute to determining the fate and whereabouts of the missing persons, by favoring further transregional coordination among delegations and NSs along the routes, developing innovative approaches, search methodologies and data solutions, and streamlining data orchestration. It supports Protection activities of the relevant delegations and the National Societies and feeds the Central Tracing Agency (CTA) on how to leverage data science for a better response.
Purpose
Transregional Data Manager is responsible for implementing existing and proposing and designing new Protection Data solutions to strengthen coordination and efficiency in the response to the issue of separated, missing, and deceased persons in Europe or on their way to Europe.
S/he contributes to the projects and the activities of the Transregional team through data management and processing, reporting, research on internal and external data, data analysis and development of analytical solutions. As per the mandate of the team, the position takes part in the development, institutionalization and dissemination of the methodologies and tools to address transregional movements of people and builds capacities of the delegations and NSs to respond in that context.
Main duties & responsibilities
Under the supervision of the Transregional PFL Coordinator, and in coordination with Transregional Data Analyst s/he contributes to the fulfilment of the Transregional team’s objectives, by bringing data management and processing expertise, implementing existing, proposing, and designing new Protection Data solutions. In these endeavours s/he:
- Manages, processes data, and uses data analysis to facilitate PFL, tracing, and forensic activities, ensuring data quality/accuracy.
- Supports the development of new methodologies to address the issue of separated, missing, and deceased persons.
- Carries out ad-hoc research and prepares summaries on the topics of interest.
- Provides guidance on data management and processing.
- In all her/his tasks, ensures compliance with the ICRC data protection standards.
Data management
- Data processing (integration, transformation and entry, cleaning, quality control, censoring and validation).
- Data mining, analysis, identity matching.
- Data visualization and reporting.
- Ensuring global coherence in data management within the file in line with institutional data frameworks and in consultations with relevant RPDOs.
- Leverages opportunities offered by CTA data tools (e.g., Prot6, FLA, Trace the Face) to improve the understanding of the issue of separated, missing, and deceased persons, leading towards increased case resolution.
- Maps the needs of the ICRC delegations and National Societies in terms of data management and required tools.
- Provides support and proposes solutions on issues related to data management and the metier data support model.
- Takes steps to preserve the methodology and its tools in the institutional memory by storing, archiving, updating, and sharing all relevant material.
- Ensures continuity and smooth transition of data entered into various system applications.
- Decides how data is recorded, consolidated, and used for analysis.
- Responsible for data entry and/or processing procedures and contributes to designing of workflows.
- Ensures compliance with established internal and external needs and regulations; applies best practices, standards, guidelines and templates for data management and analysis, and works on continuous improvement; ensures best practice is adhered to in terms of data entry and management.
- Contributes to the optimization of processes for data entry, validation, visualization, analysis, and modelling.
- Keeps Data Management documentation updated.
Support to the Data Analyst and development of skills in data analytics
S/he supports the Transregional Data Analyst in the following tasks:
- Supports analytical work and reports on the trends affecting the transregional movements of people, with a particular focus on separated, missing and deceased persons.
- Contributes to the mapping and analysis of available external resources.
- Takes part in exploring potential new uses of different analytical techniques and tools and reports on the results.
- Co-creates reports, dashboards, and visualizations combining quantitative and qualitative methods to facilitate an in-depth understanding about the issues of separated, missing, and deceased persons and to support operational response.
Additional duties
- Participates to internal and external meetings when needed and required.
- Presents and promotes the work of the team.
- Contributes to the creation and management of Team Space.
- Contributes to the institutional reporting (Planning for Results, quarterly reports, etc.).
- Assists in the preparation and organization of meetings/seminars/workshops/conferences, notably by drawing and managing lists of participants, sending out invitations, consolidating and sharing meeting material, setting up rooms and materials, and arranging technical set-up in support to Regional PFL Manager
- Drafts minutes and reports from regional meetings/workshops/seminars for the team and in support to Regional PFL Manager.
Training and coaching
- Designs and provides trainings to the concerned stakeholders, in particular concerned ICRC delegations and NSs required for the ongoing activities.
- Coaches and trains the volunteers and NSs in consultation with relevant delegations.
- Coaches ICRC and NS staff to contribute to capacity building and professionalization of the search.
Professional experience and education required
- University degree or equivalent in Social Science, Computer Science, Information Management, Statistics, or related fields, or equivalent professional experience.
- At least 2 years of professional experience in the related field.
- Has knowledge of the following: statistics, data collection, processing, analysis, and visualization. As an asset: research methodologies and research design.
- Proficiency in MS Excel and strong command of other MS Office tools.
- Willingness and ability to develop swiftly skills in SQL and at least one of the following (eg. Python and/or R. ; BI tools (Tableau and/or Power BI).
- Ability to communicate technical or data topics to a non-technical audience.
- Excellent command (spoken and written) of English is must. Knowledge of other official ICRC language (e.g., French, Spanish, Arabic, Russian) is an asset.
Desired profile and skills
- Strong motivation for humanitarian work; previous experience within the RCRC Movement is an asset.
- Strong team spirit and ability to work in a multidisciplinary team (previous experience in multidisciplinary PFL and forensics team an asset).
- Strong analytical and numerical skills. Attention to detail.
- Good presentation skills and experience in training others.
- Understanding of legal and ethical limitations in processing personal data.
- Readiness to work flexible hours and weekends.
What we offer
- Type of contract: open-ended resident contract, 40 hours per week (full-time position), internal job grade B3.
- The position is based in Belgrade Regional Delegation (Vladimira Popovica 38-40, Novi Beograd).
