National Communications Consultant

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

1.Description of Responsibilities/ Scope of Work

1.1 The successful performance of the incumbent will effectively contribute to the development of quality   projects/programmes reports. In particular, the consultant is expected to carry out the following functions and activities:

  • Design visually engaging communications materials such as slides, backdrops, banners, brochures, reports, to effectively communicate the objectives, activities, and impact of the programme.
  • Provide inputs and consolidate comments from relevant stakeholders to improve communications products of programmes.
  • Develop engaging content for social media platforms, considering the target audience and campaign objectives.
  • Support in writing human impact stories that highlight the positive change and outcomes resulting from the programme's interventions.
  • Collaborate with programme team in the production of a full-package social media campaign, including communications strategy, key visuals, and social media plans.
  • Analyze media campaign performances and consolidate results using a variety of tools.
  • Support advocacy and programme activities of UN Women especially on social norms change.
  • Undertake other tasks as assigned by the Communications and Advocacy Analyst to support the effective implementation of the programme's communications activities.

1.2. Knowledge Building & Management:

  • Assist in the production of publications on different programme areas, including artwork, layout, and printing, ensuring adherence to deadlines and brand guideline.
  • Revise translations to enhance the readability of publications originally translated from English, if needed.
  • Provide input and consolidate comments from relevant stakeholders to enhance the quality of communication products of programmes.
  • Support the dissemination of UN Women knowledge products including OpEds and social media products

1.3. Research:

  • Conduct initial background research to support the development of presentations, policy briefs, and concept notes for programme activities.
  • Prepare and collect data for the implementation of activities.

1.4. Translation and interpretation:

  • Translation and interpretation support provided for programme activities, including Vietnamese-English and English-Vietnamese translations as required.

Deliverables

Please note that the deliverables would depend on the specific tasks assigned during that period and may not encompass all the responsibilities outlined in the TOR.

  • Meetings, workshops, training sessions, and other events organized with adequate logistic and administrative support provided;
  • Documents for payments timely prepared;
  • Programme filing system filled and updated;
  • Communications materials such as slides, backdrops, banners, brochures, reports, social media post, and publications;
  • Drafted documents related to communications function of the programme;
  • Translated documents as required by Communications and Advocacy Analyst;
  • Consolidated stakeholder inputs for communication products;
  • Timesheet approved by supervisor.

Consultant’s Workplace and Official Travel

This is an office-based consultancy. 

The tentative contractual period is from 4 February 2025 to 31 December 2025.

The consultant is expected to work on average 4 days per week (8 hours per day) and maximum of 220 working days. Depending on the nature of the project implementation, there are certain months that the consultant is required to work more than 4 days per week.

As part of this assignment, there will be filed trips that the consultant is required to travel to the provinces where the project activities are implemented. Work related travel of UN Women’s consultants are considered as official mission and will be arranged by UN Women, in line with UN Women’s Consultant Contract Policy, UN Women Duty Travel Policy and UN-EU cost norm.

Required Qualifications

Education and Certification:

Bachelor’s degree in public relations, International Communications, Gender and/or Development Studies, Linguistics, or related fields required.

Experience:

  • At least 2 years of progressively responsible work experience in communications, public relations, advocacy on gender equality.
  • Experience in writing across channels, social media management and editing tools (such as Adobe Photoshop, Adobe Illustrator, Canva), video editing experiences, outreach and liaison.
  • Experience in office and project administrative support is required.
  • Excellent analytical skills with strong drive for results and capacity to work independently.
  • Strong organizational and project management skills, with the ability to meet deadlines and work under pressure.
  • Excellent English communication and writing skills; (Samples of previous work will be required)
  • Having at least 1-year experience working with UN agencies or international organizations.

Languages:

  • Fluency in English is required.
  • Knowledge of any other UN official language is an asset.
