Overview
This position is based in Kabul Afghanistan and for Local Nationals only.
Responsibilities
Review financial documents and internal control:
Review provincial vendor payments packages and make sure that all provincial expenses are in accordance with Jhpiego and USAID cost principles.
Reconcile monthly provincial advance reconciliations and make sure that all provincial expenses are in accordance with Jhpiego and USAID cost principles.
Review all staff travel expense packages and make sure that all provincial expenses are in accordance with Jhpiego and USAID cost principles.
Review QuickBooks transactions for vendor payments, staff advance reconciliation and make sure that expenses recorded into right GL Codes and IO.
Assist Senior Finance Manager i n reviewing journal entries and reconcile general ledger and subsidiary accounts.
Assist with monthly bank reconciliation as part of month end closing.
Assist in Financial Audits:
Collaborate with internal and external auditors to facilitate the financial audit process.
Prepare and organize all required financial documentation, including ledgers, financial statements, and supporting records, ensuring accuracy and compliance with applicable standards.
Address auditor queries and provide timely responses to ensure an efficient audit process.
Implement recommendations from audit findings to strengthen financial controls and processes.
Calculation of Severance, Terminal Benefits, & Related Computations for Staff During Project Close-out:
Accurately compute severance packages, terminal benefits, and other final entitlements for staff in line with organizational policies, legal requirements, and project-specific guidelines.
Ensure that all calculations are documented, transparent, and approved by the necessary authorities.
Work closely with the Human Resources department to ensure alignment with employment contracts and labor laws.
Coordinate with payroll teams to ensure timely and accurate disbursement of benefits.
Expenditure tracking and financial reporting:
Assist in reviewing monthly financial actuals vs monthly financial forecast in the (BOARD) system.
Assist the Senior Finance Manager developing of multi‐year work plan budget and office operational budget and sub‐agreement budget with partnering agencies and sub‐grantees and monitor expenditure level against budget and funding obligations in the (BOARD) system.
Assist Senior Finance Manager in preparing semiannual report for Ministry of Economics
Coordination and backstop:
Serve as a resource person for Non‐Finance Staff on USAID and Jhpiego rules and regulations.
Provide support to the provincial vendors if they needed any clarification regarding the payment issue.
Communicate with provincial office team and make sure to receive their project advance on time
Participate in the vendor assessment if needed.
Assist Senior Finance Manager during the audit/ICR.
Undertake any other tasks assigned by the supervisor.
Required Qualifications
Bachelor degree in finance and accounting, or with more than 5 years of related experience in the similar position.
Possess strong analytical and supervisory skill.
Proven competency in QuickBooks accounting software and proficiency in MS Office applications and other business software
Proven competency in planning, organizing, and implementing financial policies and procedures.
Strong knowledge and previous work experience with USAID funded project
Good communications skill both in writing and oral in English and Dari.
Strong supervision skills to ensure activities, schedules and progress are reviewed and monitored
Experience leading, mentoring, and motivating staff; a good understanding of performance management; Demonstrates good judgment and decision‐making skills
Ability to travel to project sites and cities at least 25% of the time
