Org. Setting and Reporting

This position is in the Distribution (Movement Control) Section of the United Nations Mission. Duty location is in Entebbe, Uganda. Entebbe is classified as a family duty station. This position is located within the United Nations Mission in the Republic of South Sudan (UNMISS). The Movement Control Assistant will be based in Entebbe, Uganda. The Movement Control Assistant will report to the UNMISS MovCon Entebbe Site Manager.

Responsibilities

Within delegated authority, the Movement Control Assistant will carry out the following duties: • Supervises receiving and shipping of cargo to ensure that quantities, destination, and routing are correct. • Ensures that paperwork is correct, and the items are loaded safely and correctly. • Ensures that aircraft are loaded in accordance with passenger and cargo load plans. • Ensures that incoming luggage/cargo is handed over to the respective passenger and/or delivered in accordance with the manifest. • Informs passengers of aviation safety requirements prior to embarkation. • Coordinates with Air Operations Centre, and Aviation Safety personnel at the airport. • Provides flight schedules, route and timing information. • Ensures that dangerous goods are transported in accordance with IATA Dangerous Goods Regulations. • Preparing complex logistics plans and ensuring timely, safe and cost-effective delivery of cargo. • Coordinating transportation of cargo by air or road with Air Operations, Transport Section, Freight Planning Office and UNMISS 3PL (Third Party Logistics) Contractors in a safe, efficient and cost-effective way. • Coordinating cargo inspections with the shipper to determine the best mode of transportation be to be used. • Coordinating assigning cargo mode of transport either by air or road using UNMISS 3PL (Third Party Logistics) contractor’s assets based on the cargo priority, timeline, accessibility and security situation. • Coordinating with Air Operations Planners, Freight Planning Office, UNMISS Heavy Transport Unit and UNMISS 3PL (Third Party Logistics) Contractors when planning cargo movement to ensure maximum utilization of assets. • Coordinating logistical requirements with UNMISS Procurement Section and/or RSCE in management of UNMISS 3PL Contractors in matters relating to the RFQ (Request for Quotations) and Task Orders processing. • Supervises passenger clerks and cargo handlers to ensure that all movements of personnel, goods and equipment are carried out in accordance with UN rules, regulations and safety procedures. • Monitors check-in and check-out activities for outgoing and incoming passengers and cargo. Work implies frequent interaction with the following: • Staff of the work section, Air Operations, Aviation Safety, Heavy Transport Unit, Security, Procurement, RSCE and Logistics staff. • Relevant Host Nation Agencies and Officials, UN Commercial Contractors, Ground Handling Services, and UN Agencies/Missions in Entebbe. Results Expected: A well-organized and efficient Movement Control Unit capable of arranging the safe and efficient transportation to and from the field mission of both civilian and military personnel as well as equipment and goods. The planning, coordination and monitoring of multiple passenger and baggage/cargo movement activities simultaneously in an effective and timely manner. The provision of timely and well explained information on aviation safety requirements and related UN rules, regulations and safety procedures, flight schedules and travel bookings to field mission staff.

Education

High school or equivalent diploma is required.

Job - Specific Qualification

A valid driver's license, ability to drive manual transmission vehicle, and experience driving vehicle with right-hand steering are required. Technical or vocational certificate in movement control, multi-modal transportation, airline operations, logistics management or a related field is desirable. A valid IATA and/or IMO dangerous goods certificate is required. Please attach copy of your certificate in the attachment section.

Work Experience

A minimum of six (6) years of progressively responsible experience in movement control, multi modal transportation, airline operations, logistics management or a related field is required. A minimum five (5) years of experience in planning and scheduling of passengers and cargo (including dangerous goods) movements, rotation/repatriation/deployment of military and police units in a post-conflict environment is required.
