The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple A rating, the CEB raises funds on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Risk & Control Directorate (R&C) promotes a strong risk and control culture across the CEB to ensure the Bank’s long-term financial sustainability and operational resilience while enabling the CEB to fulfil its social mandate. R&C identifies, assesses, monitors, reports, mitigates and controls the Bank’s exposure to the main financial risks it faces in its regular course of business, namely credit risk, market risk, liquidity risk, and operational risk. R&C also preserves the CEB’s creditworthiness and pristine external rating assessment to strengthen stakeholders trust by efficiently monitoring budgets and ensuring accounting services aligned with best practices. The Directorate also ensures financial reporting transparency and effective controls by the CEB’s governance and control bodies such as the external auditors and the Auditing Board.

Risk & Control is looking for a Central Purchase Back-Office Accountant qualified/experienced to ensure the day-to-day management of supplier accounting operations or operations linked to central purchase accounting in compliance with internal procedures and deadlines. He/she will report to the Budget & Controlling Manager and will work in collaboration with numerous colleagues within the Bank and in particular within the Corporate Services Directorate.


Academic background / Qualifications:
Minimum 2 years' higher education in accounting
ERP certification or specialisation is a plus

Professional experience and technical skills:
1 to 3 years' experience in accounts payable or a similar role
Experience in central purchase is highly valued
Understanding of single annual invoice with schedule, per instalment, progress/intermediate invoice according to single, annual or multi-year contract
Understanding of European Directive 2006/112/EC Articles 143 and 151 on the purchase and services of an international organisation exempt from VAT
Used to working with large volumes of data (managing numerous suppliers, invoices, payments)
Proficiency in one or more accounting software packages (preferably SAP, Oracle or other)
Solid knowledge of supplier accounting processes: data entry, reconciliation of purchase orders, invoices, etc.
Knowledge of automated or digitised processes (electronic invoicing, validation workflow) would be an asset.

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
