BACKGROUND AND PURPOSE OF THE ASSIGHMENT:

WFP South Sudan operates in a volatile emergency, characterized by multiple shocks such as conflict, economic instability, and climatic challenges. The Cash-Based Transfers and Identity Management Unit is charge of ensuring the effective delivery of cash-based transfers and digital management of affected people Identities across Programme activities amidst these conditions. This includes navigating complex logistical issues, maintaining security, and adapting to rapidly changing circumstances. The CO Is implementing a comprehensive augmented reassurance action plan and has also begun the roll-out of SCOPE 2.0 for in-kind modality, which requires meticulous planning and coordination. The resilience, strategic thinking, and the ability to innovate under pressure to transition to medium- to long-term development approaches is key drive. The registration of the affected people IS outsourced t to external vendors, which requires strong cross-cutting coordination with Internal and external stakeholders to ensure timely registration and that the collected details meet he programmatic requirement.

ACCOUNTABILITIES/RESPON SIBILITIES:

  • Proactively contribute to partnerships portfolio review of Identity management of the targeted population to select and onboard the service providers considering the efficiency of the operation.
  • Plan, in coordination with technical units, program management, and field offices, the rollout of an efficient and effective registration approach for the affected population to achieve program excellence and augmented reassurance in the delivery of assistance.
  • Strengthen the capacity of internal and external stakeholders for affected people's data collection from various stages (targeting, biometric registration) to inform effective programming.
  • Develop Standard Operating Procedures (SOPs) for registration and participate in developing identity management strategy and its operationalization to ensure alignment with WFP guidelines and standards.
  • Manage and revise all the cooperating partners ‘invoices and align them with the field-level agreement budget lines to ensure project implementation efficiency, accountability, and cost-effectiveness.
  • Supporting cooperating partners and managing day-to-day identity management activities, including budget tracking
  • Prepare comprehensive periodic identity management reports and share them with the Business Intelligence team for further dissemination and inclusion in the unit updates.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
