The Social Cohesion officer will provide overall technical and operational support to the consortium and Governance sector to achieve the BPSI project’s goals and objectives. They will be working closely with the local partner, other IRC programs and IRC stakeholders in achieving the project objectives and maintaining excellent relationships with all stakeholders.

The position ensures monitoring and evaluation tools and ensures compliance with the Donor’s requirements in carrying out activities.

The Social Cohesion Officer will oversee the review and monitoring of implementation progress in coordination with key project staff based on workplans and performance plans to ensure that long-term and short-term priorities are on track. S/he is responsible for the implementation and monitoring of project(s) in the assigned city in accordance with IRC and donor requirements.

Major Responsibilities: Under the supervision of Senior consortium Manager, the Social Cohesion Officer will be required to:

Implementation and management of project activities

§Support the Senior Consortium Manager updating the project management tools: workplan, spending plan, procurement plan and the indicator monitoring table when needed.

§Present short and periodic reports to the Senior Consortium Manger indicating the progress of the activities.

§Ensure the compliance of program activities with the commitments made to the donor;

üWork closely with the local partner to plan and implement the following activities.

üDevelop tools for data collection and train the community leaders/representatives on these tools for identifying local priorities.

üEstablishment/strengthening of community groups such as peace committees.

üOrganization of community-based peacebuilding and reconciliation activities, such as community dialogue sessions to identify and analyze conflicts while ensuring Do No Harm;

üDevelopment and dissemination of key messages for the prevention of community conflicts;

üOrganization of community events and initiatives that encourage positive interaction between different groups.

Monitoring and evaluation and reporting on project activities

§Support the Senior Consortium Manager, the Monitoring and Evaluation (M&E) team, and the implementing partners plan the organization of monitoring and evaluation sessions for conflict management activities;

§Participate in data collection activities with beneficiaries (Baseline, midline and end line survey);

§Regularly complete the database and dashboard of project indicators at the end of each month and share with the M&E team;

§Ensure that documents relating to activities and other project resources are filed and archived (lists of participants, activity reports as well as supporting documents for expenses incurred);

§For each activity, make sure that the database has been updated.

Administrative, financial, and logistical management

§Work closely with the Senior Consortium Manager on the overall management of the project: compliance with commitments and deadlines, planning and systematic monitoring of budgets.

§Develop planning and budget forecasts for activities and submit them to the Senior Consortium Manager.

§Participate in the development of project management tools (work plan, spending plan and procurement plan and monitor expenditure plans and the purchasing plan to avoid any delay or inconvenience in the implementation of project activities.

§Plan the material supplies necessary for the implementation of the activities (training material, awareness raising as well as office equipment, etc.)

§Respect all administrative, financial and logistical procedures of IRC.

§Work closely with the supply chain team and colleagues in the field to plan the organization of vehicles.

§Classify and archive all documents relating to activities and other resources.

Communication and collaboration

§Ensure the representation of project activities in the field of peacebuilding.

§Ensure quality representation of IRC to implementing partners.

§Maintain good relations with all stakeholders

§Collaborate closely with other team members and partners in the implementation of all activities.

§Produce activity reports and reports of training, awareness-raising, community events precise and within the allotted time.

§Support in the coordination of field visits by donors and other people external to the program, if needed.

Update  Minimum Qualifications:

§Bachelor's degree in social sciences, community development, economic development, NGO management, Governance, or any other similar training.

§Have at least 2-3 years of professional experience in building the capacity of community-based structures and social cohesion activities.

§Have knowledge on community engagement, social cohesion, peaceful conflict management and non-violent communication, community-driven development, participatory development processes.

§Experience working with communities, particularly in conflict-affected areas.

§Experience working with vulnerable people representing different backgrounds.

§Demonstrated experience in coordinating and working with local and national government representatives.

§A good understanding of the gender issue.

§Good ability to work independently as well as in a team.

§Organizational and communication skills.

§Computer skills, especially MS Word, Excel and Power Point.

§Demonstrate tact and a keen sense of discretion.

Total benefits:

  • Salary range: (2,026,545-3,242,472) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
  • 13th month salary per year.
  • 21 days of leave and 15 days of paid holidays per year.
  • IRC provides health insurance for staff and their dependents.
