CURRENT OPPORTUNITY
Reporting to the Project Manager, the MRV Consultant, Methane Mitigation (“MRV Consultant”), will play a critical role in the successful completion of the Brunei component of the AKCM. The MRV Consultant will work closely with the project team members who are responsible for AKCMM’s Brunei component. The members include the Project Manager, Senior Associate, Policy Analyst, and the local consulting firm. The MRV Consultant – together with his/her AKCMM colleagues – will also receive guidance from the Asia Regional Office since AKCMM is a regional project being undertaken in ASEAN Member States. Staff members from the regional office will lead the delivery of AKCMM’s regional elements and share best practices of/lessons learned from other GGGI country teams.
The MRV Consultant’s main responsibility is to successfully complete all activities under Output 2 and thereby contribute to improved MRV of methane emissions in Brunei. The activities are as follows: gap analysis of Brunei’s methane emissions inventory; improve methane emissions MRV for key sectors; and support compliance with MRV requirements under the Enhanced Transparency Framework (ETF).
The MRV Officer’s secondary responsibilities are the following: support the Policy Analyst (Methane Mitigation) in delivering Output 1; contribute to Output 4 by drafting blogs, briefs, and presentation decks; undertake all tasks required to comply with administrative and reporting rules of the Government of Brunei, GGGI headquarters, ASEAN-Korea Cooperation Fund (AKCF), and the ASEAN Secretariat; provide the necessary backstopping support as needed and requested by the Project Manager and ROA; explore and assess opportunities to expand the activities in Brunei based on stakeholder needs and priorities; perform other ad hoc duties as required.

This includes the willingness to adjust work plans, re-prioritize tasks, and revise deadlines as necessary to ensure the project's success.
EXPERTISE REQUIRED
- Advanced university degree (Master’s or equivalent) in natural sciences, energy, environment, engineering, or a related field
- Minimum of 8 years of experience in the oil and gas sector across both private and public domains, preferably as a senior analyst in Brunei
- Relevant experience in GHG inventory preparation, with a solid understanding of the UNFCCC reporting and review processes, IPCC inventory guidelines, and/or Monitoring Mechanism Regulation (MMR) reporting requirements
- Strong expertise in methane emissions measurement methodologies and technologies in agriculture, waste, and oil and gas sectors
- Familiarity with key stakeholders in Brunei’s oil and gas sector (preferred); deep understanding of environmental issues in the oil and gas industry, particularly related to air emissions
- In-depth familiarity with the measurement of methane emissions in agriculture, waste, and oil & gas sectors (methodology and technology)
- Extensive experience collaborating with high-level regulators, policymakers, and oil and gas companies (preferred)
- Excellent written and verbal communication skills, with fluency in English and Malay (preferred)
- Proven ability to convey complex ideas clearly to diverse stakeholders with varying levels of expertise
- Advanced proficiency in MS Word, Excel, PowerPoint, and other office productivity tools
